Bio-physical and Socio-economic Scenario of the High BARInd Farms: a Study of Farmers' Perceptions with Emphasis on Rice

Abstract/ Executive Summary:

A survey-based study was conducted in the high barind area of Bangladesh aiming to know biophysical characteristics, cropping and income generation pattern and socio-economic scenario of the high barind areas of Bangladesh. Data were generated through farm household survey. The findings revealed that about 60% cultivable land in the barind area fall under high land type. Almost 50% of the soil weres silty loam and about 44% is clay loam soil. T. Aman rice is the dominant crop in terms of both area coverage and income generation of the barind households. Lack of irrigation water appeared as the important physical constraint while shortage of draft power population and absentee ownership of land deemed to be much crucial social hindrance to the productivity level. Non-availability of agricultural credit and good quality HYV seed also focused severe constraints as identified through evaluating farmers' perceptions.

Objectives:

a. To assess the bio-physical characteristics of land and socio-economic profiles of the farmers in the high barind area.

b. To locate the resource poor farms within the institutional context of the region.

c. To delineate important bio-physical and socio-economic constraints to rice production in the study area and derive some policy implications.

Methodology:

High barind area of Rajshahi district was selected for this study. In this connection Tanore upazila was purposively chosen. The study mainly concentrated on the rain-fed situation of high barind area and tried to compare it with the partially irrigated area. Both PRA and sample survey were carried-out. Primarily three days PRA session was conducted in the selected village Toilupara. In addition, the study team also conducted a PRA session with the resource poor farmers of another village Chimna to compare the rain-fed situation with the partially irrigated situation. At the second step, one-day participatory session was conducted at the district level, where stakeholders from different government Offices, NGOs and farmers participated and analyzed the situation and provided valuable information. In order to supplement the generated data, sample survey was also undertaken using pre-structured questionnaire prepared in consistent with the objectives of the present study. A total of fifty farm-households were randomly selected from the same village required information was gathered through interviewing the sample farmers. Descriptive statistics were mainly employed to process and analyze the generated farm level data.

Achievement/Findings:

Although a dramatic change occurred during the last 10-15 years in high barind areas in terms of construction of roads, availability of electricity, deep tube well establishment and forestation program by Barendra Multipurpose Development Authority, the farmers in the study area are still far behind the modern technological advancement. Results of the participatory discussions revealed that they do not have adequate knowledge on farm mechanization, integrated pest management, integrated crop management, balanced use of fertilizers, modern seed production and preservation techniques, etc. Therefore, special intervention, like training program, demonstration, on farm research program should be considered for socio-economic development of the high barind area. Established deep tube wells are very few and can cover only 20-30% area; so more deep tube wells should be established by the Government to increase the cropping intensity. Easy accessibility of agricultural credit and price support on produced rice should be considered to improve the socio- economic status of farm families in high barind areas.
