Tenancy System and Its Impact on Crop Production in a Selected Area of Bangladesh

Abstract/ Executive Summary:

The study was organized in two phases during the period from August 1990 to May 1991. In the first phase, a total of 130 farmers (randomly selected) of 4 villages namely Rajapara, Hetalbaria, Nabipur and Faridganj were interviewed with the help of a predesigned survey schedule. the tenant farmer was not always given the right of harvesting and threshing. Therefore, the tenant farmer could not employ his full labour potential. On the other hand the loss sustained by tenant farmer in sharecropping ultimately affected the receipt of wages due at per market rate (Tk. 40/day). Effective measures should immediately be taken to implement the recommendations of land reform committee (one-third of the produce for land, one-third for labour and one-third for material input) to increase agricultural productivity and at the same time to preserve the market of labour oriented economy in rural agrarian society like Bangladesh.

Objectives:

To understand the influence of present tenancy (share cropping) system on crop production in selected area and formulate recommendations.

Methodology:

The study was organized in two phases during the period from August 1990 to May 1991. In the first phase, a total of 130 farmers (randomly selected) of 4 villages namely Rajapara, Hetalbaria, Nabipur and Faridganj were interviewed with the help of a predesigned survey schedule. From this survey different tenancy (share cropping) systems pre\ailing in the areas were identified. In the second phase, 26 respondent farmers or different tenurals categorized (owner 6, owner-tenant 14. owner-rentier 3, pure tenant 3) were selected and interviewed several times to collect data on the land tenure (share cropping) system in relation to crop production efficiency.

Achievement/Findings:

Rice yield in rented land is less (LV 13% & MV 15%) than in own land not due to the fact that the productivity of rented land is less but to the terms of tenancy which limited the tenant in exercising full efficiency. Use of labour, fertilizer, insecticide, etc. is comparatively low in rented land than in own land. According to different major share cropping systems the tenant farmers got 33.3% of product without 'Beron' in 95% cases, but they had to hear 100% cost of land preparation, seed, weeding and 33.3% to 100% costs of fertilizer and insecticide. Again, the tenant farmer was not always given the right of harvesting and threshing. Therefore, the ten ant farmer could not employ his full labour potential. On the other hand the loss sustained by tenant farmer in sharecropping ultimately affected the receipt of wages due at per market rate (Tk. 40/day). If Government rule could be made effective, the tenant farmer would get logistic returns to labour and input use. Effective measures should immediately be taken to implement the recommendations of land reform committee (one-third of the produce for land, one-third for labour and one-third for material input) to increase agricultural productivity and at the same time to preserve the market of labour oriented economy in rural agrarian society like Bangladesh.
