Occupational Shifting and Migration from Agriculture to Non Agriculture Sector in Some Selected Coastal Areas of Bangladesh

Abstract/ Executive Summary:

The study was conducted in three southern districts namely Pirojpur, Jhalokathi and Barisal for the identification of the determinants of agricultural labour migration, social, economic and agricultural impact of labour migration etc. The study revealed that loss in agricultural activities (92%) were the major causes of labour migration followed by low price of agricultural commodity (86%), low labour wage (68%), high production cost (54%). Maximum farmers migrated outside of own area (55%). Some farmers migrated within own area (32%) and foreign country (13%). Migrants mainly involved in different activities but maximum migrants involved in full time non-agricultural activities outside own area (55 %). Some changes in agricultural pattern were found due to migration, besides migration increased the employment opportunity and hence social status. Age, family members and family income were the major determinants of agricultural labour migration.

Objectives:

i. To know the socioeconomic characteristics of the farm household;

ii. To identify the determinants of labour migration from agriculture to non-agriculture sector;

iii. To determine the social, economic and agricultural impact of labour migration ; and

iv. To make some policy recommendation on the basis of the study

Methodology:

The study was conducted in three coastal districts namely Barisal, Pirojpur and jhalokathi during October, 2015 to May, 2016. Babugonj and Uzirpur upazila from Barisal, Nazirpur and Vandaria upazila from Pirojpur and Razapur and Jhalokathi sadar from Jhalokathi district were selected for the study. A total of 150 farmers taking 50 from each district of which 25 from each upazila were selected. Necessary information was collected through survey method with the help of a pre-tested interview schedule by field investigators in collaboration with DAE personnel under direct supervision of the researchers. Collected data were summarized, analyzed and tabulated. Statistical tools like average, percentage and ratio, and logit model were used in presenting the results.

Achievement/Findings:

In the study area most of the migration were temporary type mainly associated with illiterate migrants. Job searching and family influence were the main push factors for out migration, while better opportunity, prior migrants and availability of job were the main pull factors behind migration. Poverty, low profit in agriculture, low wage rate of agricultural labour were found to be the main push factor for illiterates and moderately educated migrants. Being migrated they get involved in different activities like rickshaw/van pulling, servicing at shop, hotel, restaurant, home worker, carpenter and different types of activities both inside and outside the country. Due to agricultural labour migration there is a great scarcity of agricultural labour in the study area which in turn causes cultivable land kept fallow, besides migrants also creating extra pressure on the city which are creating different types of problems. Creation of adequate employment opportunity for the rural farmers could be a solution to improve farmers livelihood status keeping themselves in their own area.
