The study was conducted in six seasonal flood plains of three mighty river basins the Padma, the Brahmaputra and the Teesta located at Rajshahi, Mymensingh and Rangpur districts, respectively during the period from 2007 to 2008. The seasonal floodp lands were Beel Mail, Kalmina Beel, Angrar Beel, Chandpur Beel, Andula Beel and Painglar Beel flood plains. The former three flood plains were treated as intervention ones; while the later three were regarded as non-intervention (control) ones. The area of the flood plains under the study varied from 16 to 50 ha averaging 32+13 ha. The objectives of the study were to determine the efficacy of technical interventions on fish production, biodiversity and livelihood enhancement of the local communities through undertaking fish culture program in seasonal flood plains under community based management. The study consisted of three sub-components such as, (1) Determination of appropriate technological intervention for increasing fish production in seasonal flood plains, (2) Impact of stocking on fish biodiversity in seasonal flood plains and (3) Assessment of the livelihood status of beneficiaries involved in seasonal flood plains. Fish culture program was operated through involvement of local communities as per agreed benefit sharing arrangement under the guidance and supervision of Floodplain Management Committee (FMC) and Project Implementation Committee (PIC). Technological interventions included (a) the installation of low-cost large meshed bamboo fencing (bana) at water inlet-outlet points, and setting of ring culverts for maintaining suitable levels of water, (b) stocking of larger fingerlings with endemic and exotic carps, (c) post stocking management: use of extra fencing during over flooding and mobile guarding using boats and (d) harvesting management: regulations of harvest for certain period and use of gradual harvesting techniques. Technological intervention had a positive effect in enhancing the standing crop and biodiversity of non-stocked species of fishes in the concerned flood plains. Large fence spacing allowed the entry of fish larvae, hatchlings and young fry of wild non-stocked fishes into the seasonal flood plains. Guarding, restricted fishing, undisturbed habitat, increased abundance of natural food contributed to higher standing biomass and enhancement of fish biodiversity in the seasonal flood plains. Stocking of large sized (30±4.59 to 46±5.98g) fingerlings of carps at varying proportion at the rate of 42+7.23kg/ha enhanced fish production by 353±201 percent over the baseline level and 413±52 percent as compared to non-intervention seasonal flood plains. Non-stocked fish species diversity increased by 23±10 percent over the baseline abundance and 17±1 percent as compared to non-intervention seasonal flood plains. The fishes were grown for 5 to 6 months. The project intervention also generated net income ranging from BDT 2677/ha/yr to 16279/ha/yr with an average of 10491±5424/ha/yr which is nine folds higher than the baseline income (BDT 1176±668 /ha/yr). Most of the respondents in the lower income groups (≤ BDT 50,000) had the opportunity to migrate to the higher income strata (BDT 50,001 – 100,000 and BDT >100, 000). Pronounced positive changes were noted in the livestock population, housing condition, sanitation and fish consumption of the beneficiaries after the project intervention. The technological interventions were highly successful in elevating the socio-economic status of the beneficiaries. Effective management of the flood plains, group dynamics and overall supervision and coordination contributed to the success of the research project.

Technological interventions in seasonal floodplains under community based fisheries management system were found to be very effective tools in enhancing fish production for both stocked and non-stocked small indigenous species (SIS). ♦ Selective stocking of carp fingerlings in the seasonal flood plains does not hamper the abundance and production of SIS which ultimately leads to increased fish biodiversity. ♦ Technological interventions have been successful in promoting the livelihood status of the beneficiaries associated with community managed seasonal flood plains.
