Impact of Micro Credit Program on Income and Employment of Small Farmers Development Project Beneficiaries in Bogra District

Abstract/ Executive Summary:

This study evaluated the impact of Small Farmers Development Project (SFDP) credit operation on income, employment and asset position of the beneficiaries in sadar upazila of Bagra district. By using SFDP credit the members have increased their income and production. Moreover, after joining SFDP there was a remarkable improvement in the living standard of the farmers households. The overall income from agricultural and non-agricultural sources increased by 64.25% and 48.31 % respectively. The landless laborers earned more from agricultural sources (108.00%) than that of non-agricultural sources (44.93%) while small farmers earned more from non- agricultural sources (51.32%) than that of agricultural sources (49.97%). It was also, found that the asset position and annual employment situation became much better after participation of the households in SFDP activities. After joining SFDP micro credit program, there were positive significant improvement in income, employment and asset position for the different sample beneficiaries in the study area.

Objectives:

To evaluate the impact of SFDP credit program on income, employment and asset position of the beneficiaries in the study area.

Methodology:

Six villages namely Shabgram, Buzruqbari, Buzragdharna, Khamarkandi west para, Meghagachha and Dakurchak under Shabgrarn and Rajapur union of Sadar upazila of Bogra district were selected for the study. Two groups from each village and five members from each group were purposively selected. The groups were categorized into landless laborers (i.e., up to 0.20 ha of land including homestead) and small farmers (i.e., 0.21 to .61 ha of land ownership). The groups which attained minimum five years of age considered for the study. Thus 60 female members (i.e., 30 small and 30 landless) from 12 female groups were the total sample size of the study. The study demanded multistage sampling method with the union being the first stage. Village, age, group an participants were respectively the 2^nd, 3^rd and 4^th stages. The period of and data collection was 1999. Tabular analysis was done to obtain the result. Moreover, some statistical techniques, like Paired 't' test, regression analysis were made in the study. To compare the variation in income, employment and asset position for the different sample beneficiaries between before and after loan periods. Before 1994 was considered as before loan period and 1994 to 1998 was considered as after loan period. The multiple regression analysis was also employed to study the impact of SFDP credit on income generation, employment and asset position of the beneficiaries.

Achievement/Findings:

The allocation of resources under SFDP for different income generation activities (lGAs) helped widen the scope for self employment of the beneficiaries, increasing income as well as owning asset position in the study area. The study reveals that the overall income from different sources (business, grocery shop, tailoring etc.) increased by 48.31 %. But the overall income from human labor sale and animal power sale decreased by 69.74% and 30.91 % respectively. It means that the joining SFDP was a remarkable improvement in the living standard of the participant households. The study also reveals that there were significant variations in income, employment and asset position between two different periods for the different sampled beneficiaries in the study areas. The appropriate policies are needed to address the problems of asset position and employment generation through income generating activities. For further upliftment of the beneficiaries, the amount of credit should be increased, specially for those who have taken loans earlier and performed well. While enhancing asset, employment and income through SFDP is an important long run objective, the equitable distribution of benefits among the target beneficiaries should be ensured. This process should be broad- based incorporating majority of the population around different IGAs in the locality.
