Evaluation of the Beneficiaries Under National Program on Poverty Alleviation Through Goat in Bangladesh

Abstract/ Executive Summary:

The study showed that only 3.63% beneficiaries were women headed households. The program covers a lesser number of illiterate beneficiaries (only 23.67%) and is dominated by secondary level of education (35.33%). It was found that the general farmers of the society received the credit from this project rather than the destitute or poor or landless people. On average, a borrower received Tk. 5807as credit for purchasing of goat and construction of shed. It is evident that only 10.57% of the borrower utilized credit exclusively for goat rearing while 14.96% of the borrower utilized this money for doing business. The average repayment rate of credit was 77.79%. About 19% of the borrowers were defaulters. The cost of rearing of goat per farm was Tk. 6722 and Tk. 11275 in pre-project and post-project situation respectively. A significant number of borrowers (37%) thought that the scope of employment increased and about 60% of them mentioned that moderate level of employment generation was created due to goat rearing. The gross return from goat rearing was Tk. 9195and Tk. 17010 per farm, respectively in pre-project and post-project situation. The main problem faced by the goat farmers were identified as lack of grazing land.

Location: Six goat production concentrated areas, namely Mymensingh, Comilla, Rangpur, Jessore, Hobiganj, Patuakhali were selected for the study.

Objectives:

a). To determine the study socioeconomic characteristics of the loan recipient goat farmers.

b). To analyse the distribution of goat credit given by the banking agencies.

c). To analyse the pattern of utilization of credit by the goat farmers and mode of their repayment.

d). To analyse the profitability and employment opportunities created to loan recipient goat farmers.

e). To determine the livelihood changes of the loan recipient goat farmers.

f). To identify the problems of different institutional loans faced by the loan recipient goat farmers.

Methodology:

Stratified random sampling was applied for sample selection for conducting the field survey. The survey was conducted taking 50 beneficiaries and 10 non-beneficiaries from each selected district covering each of divisions. Thus, a total of 300 project beneficiaries and 60 non-beneficiaries were surveyed by direct faced-to-faced interview using a pre-designed questionnaire for comparing between beneficiaries and non-beneficiaries if necessary.

Achievement/Findings:

It was found that goat rearing is a profitable business. Annual income and savings increased with the increase in farm sizes. Goat farmers having more goats could earn more profits. Female labour was largely engaged in goat rearing activities. The overall spending capacity was increased due to adoption of modern practices of goat rearing. Recovery rate of goat credit was 77.79%. Goat credit facilities improved the socioeconomic conditions of the beneficiary farmers. If the problems relating to goat rearing could be solved through scientific management and other facilities could be made available to farmers in time, goat rearing covering safety net of credit help generating additional income and employment and thus alleviate poverty in the rural areas of Bangladesh
