Constraints Faced by the Farmers in Adopting Aquaculture Technologies

Abstract/ Executive Summary:

The study was focused in determining the constraints faced by the farmers in adopting aquaculture technologies and exploring its relationships with the selected characteristics of the farmers. The study was conducted in eight upazilas under Mymensingh district and two upazilas under Netrokona district with the sample size of 212 farmers, out of 841. Adoption of aquaculture technologies was hindered by different types of constraints i.e. socio-cultural and psychological constraints, economic constraints, constraints regarding input availability, situational and management constraints and constraints regarding extension services. Constraints of the farmers were measured by 4-point rating scale. Farmers faced constraints in all aspects; however, the extent of constraints in economic aspect was the highest. In case of overall constraints, majority of the farmers (44.8 percent) faced high constraints, while 39.6 percent farmers faced medium constraints and only 15.6 percent faced low constraints in adopting aquaculture technologies. Farmers' education, annual income, knowledge, training received, communication media exposure and risk taking ability showed significantly negative relationships with the constraints, while their age, family size, fatalism and yield gap showed significantly positive relationships. Farm size, pond area, aspiration, cosmopoliteness and behavior intent did not show any significant relationship with farmers' constraints.

Objectives:

To identify the constraints behind the non-adoption of aquaculture technologies by the fish farmers.

Methodology:

The study was conducted in eight upazilas of Mymensingh district: Mymensingh sadar, Fulbaria, Muktagacha, Gouripur, Haluaghat, Dhobaura, Phulpur, lswarganj and two upazilas of Netrokona district: Netrokona Sadar, and Purbadhala. Data were collected from 212 respondents, randomly selected from an updated list of 841 farmers. Personal interview schedule was used for collecting data during 2nd August to 16 September 2004. Constraints faced by the farmers in adopting aquaculture technologies were considered as the dependent variables in the present study. Constraints faced by the farmers were classified into five aspects, viz. (i) socio-cultural and psychological constraints, (ii) economic constraints, (iii) constraints in getting inputs, (iv) situational and management constraints, and (v) constraints in receiving extension services. Each of these aspects contained different number of constraints, Data collection comprised Measurement of dependent variable, Measurement of different aspects of constraints, Measurement of overall constraints and Constraint Facing Index (CFI) for any of the selected constraint could range from 0 to 636, where, 0 indicated no constraint and 636 indicated the highest constraint.The individual characteristics of the farmers, which were considered as the independent variables in this study, were measured by using standard scales.

Achievement/Findings:

The findings imply that there is enough scope to reduce the constraints in the adoption of aquaculture technologies through increasing their knowledge on technological aspects, increasing their communication media exposure, and increasing risk bearing ability of the farmers. Although it is difficult to increase farmers' risk bearing ability, it is definitely possible to increase their knowledge level and communication media exposure. They concerned policy makers may give due attention on this aspect and arrange appropriate training programmes for the farmers in order to increase their knowledge as well as increase their communication media exposure.
