Constraints to Jute Cultivation as Faced by the Farmers of Chandpur District

Abstract/ Executive Summary:

The study was undertaken with a view to identify the constraints in jute cultivation as faced by the farmers in Chandpur district during 2005 and to suggest necessary remedial measures as well. The constraints were assessed against a 5-point Likert type scale. Among the 11 problems identified, as scoring indices revealed, the topmost problem that scored 346 was 'low market price and low demand of jute'. In the 2^nd and 3^rd problems with scores of 335 and 326 came up the problems of 'deprivation of fair price due to the influence of farias over the public sector purchasers in the market' and 'inadequate grading knowledge of the farmers' ,respectively. The problem of 'inadequate help from the Block Supervisors' occupied 11^th position with the lowest scoring index of 275. About 84% farmers expected that they should get remunerative price for their product. In the next positions were, 78% farmers expecting 'public sector intervention to negate the influence of fairies in the primary market', 73% expecting 'adequate supply of improved seeds during the sowing time', and 69% farmers expected measures for reduction of jute production cost.

Objectives:

To assess the constraints of jute cultivation and to suggest some solution.

Methodology:

Four Upazilas of Chandpur district namely Chandpur sadar, Hajigonj, Matlab and Kachua were randomly selected for the study. Multistage random sampling method was followed in order to select the sample. A list of 480 jute growers was collected from Department of Agril. Extension (DAE) of District office. Out of population, 120 (25% of the total population) were selected randomly for each of the upazila. The data collected through a pre-tested questionnaire during the period from 20 February to 12 April 2005 on age, education, family size, farm size, annual family income, credit availability, agricultural knowledge, innovativeness, agricultural training experience, extension media contact and cosmopoliteness which were selected as independerit variable for the study. Besides that, constraints of jute cultivation were selected as dependent variable, which was ascertained through Likert (5) type scale. Eleven (11) items on various aspects of constrains faced by the farmer during jute cultivation, were asked to the respondents. The respondents were asked to indicate for each of the statement whether the problem were Very High, High, Moderate, Low and Very Low with a corresponding score 4, 3, 2, 1 and 0, respectively. Thus, scores of item ranged from 0 to 480 where 0 indicates no constraints but 480 high constraints. The score of a respondent's opinion on constraints of jute cultivation were computed by summing his responses to all the items. Statements have been arranged in rank order according to problem index. Correlation coefficients was used in order to explore the relationships between the selected characteristics of the farmers and their constraint faced at jute cultivation. Following due procedure, farmers suggested solutions to the problems faced were determined.
