Financing Rural Youth Programme: Opinion by Block Supervisors

Abstract/ Executive Summary:

The purpose of this article was to determine the opinion of Block Supervisors (BSs) of three thanas of Mymensingh district namely, lswarganj, Trishal and Bhaluka on financing of Rural Youth Programme. Opinion of 59 BSs were measured through 10 probable sources of funding for youth programme using a 3 -point Likert- type scale based on the responses namely, not suitable, moderately suitable and suitable with w eights 0, 1 and 2 respectively. A respondent could get 0 to 2 for opinion in one source . Based on the scores and by developing Suitability Index (51), rank order of the 10 selected sources was done f or better understanding of the opinion of BSs . The Sl of 10 sources ranged from 56 to 186 against a possible range of 0 to 200. In the opinion of BSs, top suitable sources for financing youth programme were: (i) Agricultural credit by undertaking youth projects (SI = 186); (ii) Financial assistance from youth development departments (SI = 182); and (iii) Motivating youth by their parents to become self - reliant (SI = 170) . The BSs emphasised on the government financial assistance to be suitable for youth programme . But they had less confidence in local donations and monthly subscriptions by the members and parents and hence had the lowest index (SI =56).

Objectives:

1. To briefly describe the profile of the BSs.

2. To determine the opinion of BSs on suitability of ten selected funding sources for rural youth programme.

Methodology:

Out of a population of 117 of Block Supervisors in 3 thanas of Mymensingh district namely, lswarganj, Trishal and Bhaluka 59 BSs (50%) were selected at proportionate random method from each thana to constitute the sample of this study. Data were collected through questionnaire during December 1992 to March 1993. Measurement of opinion of BSs on selected funding sources: A 3-point Likert-type scale was developed designed on the responses namely, not suitable, moderately suitable and . suitable and, with weights assigned 0, 1 and 2 respectively to measure the opinion of BSs on each selected source . Each respondent was asked to indicate his opinion on any one of the ten selected sources and score for opinion on suitability of each source could range from 0 to 2. Frequency distribution and rank order of each funding source was done for clearer understanding of the opinion of BSs by developing the Suitability Index (SI) using the following formula: Suitability Index (SI)= P_ns x XO+ P_ms x 1 + P_sx 2. Where, pns = percentage of respondents replied not suitable; pms = percentage of respondents moderately suitable and P_s = percentage of respondents replied suitable.The Sl for any activity could range from 0 to 200; 0 indicates not suitable and 200 suitable.

Achievement/Findings:

Development programmes in Bangladesh most often suffer from insufficiency of fund. Professional workers find some development programmes stopped after running few years. The professional change agents like BSs are acquainted with such problems and can anticipate limitations of the various organisations. Hence, their opinions and views clearly stress to involve government departments for arranging fund including some motivational works for self-reliance. Future youth programme, therefore, must be based on government funding sources for its certainty and success.
