Highly Pathogenic Avian Influenza: Bangladesh Situation

Abstract/ Executive Summary:

Highly pathogenic avian influenza (HPAI) is a list A disease according to International Animal Health code of Office International des Epizootics (OlE) due to its high virulence and destructive impact on animal health, human health and international trade. HPAI is a notifiable disease in Bangladesh. Avian influenza, which is also called fowl plague, is known to human being for more than hundred years. Recently, poultry industries all over the world have been experiencing avian influenza epizootics in increasing frequencies. Since December 2003, HPAI was identified in the Far East and South-East Asia. Soon after the virus was spread widely in many Asian, African and European countries along with neighboring India and Myanmar. More than 220 million birds either died or were culled in Asia during the recent epizootic. The National Reference Laboratory for Avian Influenza at Bangladesh Livestock Research Institute detected avian influenza subtype H5 virus from 5 samples on 15 March 2007 from a breeder farm of Savar area and from Jamalpur area. All the five samples were confirmed by the National Institute of Animal Health, Bangkok on 21 March 2007 to be positive for Avian Influenza subtype H5N1. After that HPAI outbreaks have been reported from different parts of Bangladesh with an increasing frequency till mid May 2007. By late May, the frequency of outbreaks declined. From mid March to mid May 2007, birds from 39 farms of 11 Districts were tested H5 positive. This paper presents a review of the situation and action taken to control HPAI in Bangladesh.

Objectives:

The objectives of adaptation of internationally recognized diagnostic techniques, surveillance of HPAI/H5 and monitoring of avian influenza in imported day-old chicks. This paper presents a review of AI situation and action taken in Bangladesh.

Methodology:

Bangladesh Livestock Research Institute started doing research, surveillance and monitoring along with the improvement of diagnostic facilities related to AI since 2000. Up to 2004, sera-monitoring of AI was carried out from native chicken of different areas of Bangladesh. In this study, sero-positive cases against avian influenza was found highest in Cox's Bazar (38.6%) followed by Barisal (32.3%) and Bogra (14%). From 2004, virus isolation and identification along with antibody detection was started at BLRI. For the virus isolation chicken embryo inoculation, Haemagglutination test, Haemagglutination inhibition test and quick avian influenza antigen detection test were carried out successfully in this laboratory. To check the imported day old chicks a total of 1170 day-old chicks were used for isolation and identification of virus by inoculating in chicken embryo and 3510 blood samples from imported day old broiler and layer chicks and at the age of 25 days were tested by indirect ELISA to detect antibody against avian influenza virus. But no virus and antibodies against avian influenza were detected.

Achievement/Findings:

The present situation of avian influenza epizootic in Bangladesh has become worst. New districts were being affected and there has been re-emergence of the disease in areas that had been affected earlier. Other than commercial poultry, outbreaks were mostly observed in native poultry during the second half of April and first half of May 2007. In this regards poultry rearing system needs to be improved immediately with special attention on avoiding mixed farming. Strict biosecurity measures need to be followed in all commercial poultry farms. Breeders may be suggested to shift their farms from high poultry density areas to low-density areas. If needed, vaccination strategy may be adopted with other measures to control and eradicate this disease from Bangladesh.
