Prioritizing Rice Research in Bangladesh: Results of an Ex-ante Analysis

Abstract/ Executive Summary:

The study analyzes the ex-ante returns to rice research to be conducted in Bangladesh during the period of 1996- 2000. It is based on the scientists' interview and farm survey data of 1993-96. Using ex-ante economic surplus technique, it prioritizes the rice researches among different rice eco-system. To prioritize rice research among different research disciplines of the Bangladesh Rice Research Institute (BRRI), it used scoring approach. The study suggests that development of disease and insect resistant transplanted aman rice varieties suitable for cultivation under rainfed condition should get the highest priority followed by Boro, transplanted Aus, and deepwater aman.

Objectives:

To estimate ex-ante returns to investment in rice research at BRRI during 1996-2000, to prioritize the rice researches at BRRI among different rice eco-systems and research disciplines and
To spell out the implications for the future investment level in rice research at BRRI.

Methodology:

The present study used different types of data and other information for setting priority in rice research at BRRI. The data and information used in the study are published data, information gathered through interviewing model farmers, information from research directors, scientists, economists and extension workers through formal and informal interview. Published data included quantities of different types of rice produced and consumed, exports and imports, and price for each type. Information from farmers includes various constraints to achieve potential yield of rice under irrigated and rainfed conditions. Information from . research directors includes the list of rice type research problems areas. Information from scientists and extension workers include expected per unit cost reductions and yield increases, probabilities of research success, and expected level of adoption of research results. Information from economists includes prices, income elasticities, and description of government price policies. Published data were obtained from government and international sources. Descriptions of market and policy situation were obtained from published sources and from individual knowledgeable about particular rice. We used information of two separate surveys conducted by BRRI and IRRI. In 1993, a survey of 242 model farmers of 121 thanas of Bangladesh, representing 40 classes of rice sub-ecosystems, were conducted to identify the biological and socio-economic constraints which are responsible for the differences between actual farm yield and the potential farm yield under favorable environments. In 1996, another survey was conducted among BRRI scientists for the purpose of research capacity analysis. A set of questionnaire were developed and used to know the responses of BRRI scientists on various research issues.

Achievement/Findings:

The previous ex-post studies on returns to rice research have shown that the investment to rice research is a good investment. The results of our ex-ante analysis confirm the conclusion that the government and the donors will also receive very high return to their future investment at BRRI. But the country is under investing to its rice research. If the investment to rice research is not increased, the country will not be able to attain the objective of self-sufficiency in food and sustainability in agricultural development. To face the challenge of global competition due to the WTO/GATT, Bangladesh must spend one percent of its agricultural GDP to agricultural research and one percent of its rice GDP for rice research. To BRRI, T. Aman should be the highest priority rice crop followed by Boro and T. Aus and B. Aman in terms of resources allocation. In allocating its resources among different research disciplines, Plant Breeding and Genetics, Pest Management, Water control and Management, and Soil Science should get top priority. Socio-economics, Plant Protection Practices, and Natural resource Assessment should get intermediate importance.
