Differential Impact of Tenancy on Modern Rice Cultivation in an Area of Bangladesh.

Abstract/ Executive Summary:

The study was aimed to analyse the impact of tenancy on inputs use and their productivity, factors shared output as well as income shared by production participants. Two output sharing arrangements, 50 : 50 and 67: 33, were observed between owner and tenant farmers. Majority tenant farmers reported that the 67 : 33 arrangement was prominent. In case of input sharing, 50 : 50 and 100 : 0 arrangements were prevailed. Input sharing arrangement varied. Regardless of the nature of output sharing, the majority of the pure tenant farmers reported that 50% of the cost of input like seeds, fertilizers, insecticides but none for bullock, irrigation and labour were shared by the land owners, while the majority of the owner-cum-share croppers reported that no cost of inputs was shared by the land owners. In terms of income earned, the owner farmers were more beneficiaries that the pure tenant farmers and owner-cum-share croppers. Of the factors used in the production processes, land earned the highest share of out followed by human labour. The contribution of human labour and fertilizers to production were found significant under all types of tenurial classes. Farm size has significantly negative contribution to production.

Methodology:

The study was based on farm level information obtained through survey and was confined to the boro (irrigated) season in which the farmers grew modern varieties (MV) intensively and where there was a potentiality of extensive MV cultivation. Two villages, namely, Indrokathi and Badia of the district of Barisal were selected.' The irrigation facilities, MV cultivation practices and land tenurial systems existing in these villages were generally representative of those in the rural areas of Bangladesh. A total of 120 sample farmers were selected following a simple random sampling method from two low lift pump (LLP) irrigation sites of the said villages. The farmers were interviewed personally during the boro season, 1986. Both descriptive and inferential statistical procedures were used to test the hypotheses that, i) the levels of inputs used by different tenure classes are similar, ii) distribution of farmers in input and output sharing arrangements between owner and tenant farmers are the same, iii) factors shared by output and income shared by production participants are the same under different tenurial systems, and iv) the productivities of inputs used are the same under different tenurial classes.

Achievement/Findings:

On the basis of this survey of the existing land tenancy systems and input and output sharing pattern in rural Bangladesh, it is recommended, pending meaningful land reform, that: (i) land sharing be based on an equal amount of land cost to be calculated on the prevailing land value by. using the existing Bank rate, (ii) Fifty percent of the full cost (both cash and non-cash) of cultivation be provided by the land owner, (iii) Fifty-fifty output sharing arrangement be introduced and (iv) if needed, the land owner should provide the tenant farmer with cash loan to be repaid by the tenant farmers on harvesting with the interest. These steps may minimise the disparity of income between the land owner and the tenant farmers.
