Foot and Mouth Disease in Bangladesh and Its Estimated Economic Loss

Abstract/ Executive Summary:

Epidemiological data on FMD of cattle from 1988 to 1992 were analysed for estimation of economic loss of the country each year due to the disease. The effect of season, breed, age, sex and purpose of keeping cattle on the incidence of the disease were discussed. During the period the incidence showed a declining trend than before. Seasonal variation of the disease was significat (P<0.05). Crossbred females ware found to be more susceptible than local female cattle. Serotype "0" was prevalent throughout the period. Total economic loss incured by the disease was estimated to be US $ 123.90 million per year.

Objectives:

To provides an epidemiological picture of FMD in Bangladesh and on that basis an estimated economic loss due to FMD is calculated for planner to be keenly sensible of the severity of the problem and to design its control programme in the country.

Methodology:

Nakamura suggested a Disease Control Programme (DCP) in which Disease Reporting System (DRS) is an unit responsible for collecting epidemiological data of livestock and poultry diseases for central planning, implementation, monitoring and evaluation task force for use of the DCP. Accordingly a DRS has been set up with its head quarter at Directorate of livestock Services (DLS), Dhaka. Data are being collected here from Thana Veterinary Hospital (TVH), the lowest level of the DLS organizational set up, to form a database for formulation of effective DCP and started to work since July, 1992. The DRS was turned out from a traditional administrative reporting system to computerize diseases monitoring as a technical one. Initially 64 thanas were taken under Intensive Disease Monitoring System (IDMS). In IDMS all the cases recorded in the thana hospitals are being sent to DRS. Proforma prepared by DRS for data coflection was sent to Thana Veterinary Surgeon (TVS) to prepare their patient registrar. Accordingly the TVS maintain the disease record and at the end of the first week of every month send the copy of the records of the previous month to DRS. All 460 than as of the country are taken under general monitoring system (GMS) and the TVS are sending their reports the DRS every quarter of the year in a proforma supplied by the DRS. The proforma contained coincise epidemiological data of some important livestock and poultry diseases. The data of FMD for the period of January, 1988 to June, 1992 were collected by one short report through a prescribed proforma from the old patient registrar of TVH. Reports of FMD vaccine laboratory were used for the purpose of evaluation. Some published reports were also used for the purpose. Epidemiological parameters considered for the purpose were age, sex, breed and purpose of keeping the animal. For economic loss estimation, value of draught power loss, meat loss due to body weight loss, milk loss due to cow infection and value of dead to calf are taken into account for direct loss while value of crop loss due to unutilized cultivable land for draft power shortage were taken under consideration for indirect loss. All these data were analysed by using PANACEA ^(R) a computer software. Standard statistical methods were used to test result.

Achievement/Findings:

It reveals that the direct economic loss from FMD is estimated as US$ 39.61 million each year whereas indirect loss is US$ 84.29 which is more than that of double of the direct loss. The total economic loss due to the disease US$ 123.90 million per year.
