Personal Time Use as a Barrier to the Performance of Lower Level Agricultural Specialists

Abstract/ Executive Summary:

This paper attempts to determine the extent of personal time use as a barrier to the performance of Subject Matter Officers (SMOs) as well as its correlates. Data were collected from a sample of 114 SMOs (working in the Department of Agricultural Extension) selected by cluster sampling method. Interview procedure was used for collecting data. Qualitative data were converted into quantitative ones by suitable scoring techniques. Findings indicate that half of the SMOs had either substantial or much personal time use. Correlation analvsis indicates that the factors namely age, family size and total service tenure of the SMOs were positively related with their personal time use, while general education, technical education, academic' achievement and sub-block visit were negatively associated. '

Objectives:

To determine the personal time use of the SMOs and to explore the associated factors.

Methodology:

Six hundred and forty two SMOs working in the Department of Agricultural Extension (DAE) of Bangladesh constituted the population for this study. Data were, however, collected from a sample of 114 SMOs and their respective supervisory officers from 22 Districts by cluster sampling method. Two sets of pre-tested instruments containing simple direct questions and scales were used for collecting data from the SMOs and their respective supervisory officers. Validity and reliability of the scales were tested and established. Data were collected by interview procedure. Personal time use of an SMO was measured on the basis of rating of his immediate supervisor. Achievement/Findings:

1. The SMOs as the lower level agricultural specialists who use their time properly for performing their job duties are expected to have better performance. How- ever, the promotee SMOs having older age, lesser general education, lesser technical education, poorer academic achievement, larger family size and lower job performance were more likely to use longer time for personal matters rather than the directly appointed graduate SMOs. The individuals having more technical education and better academic achievement used less time for personal use and gave more times to job.

2. Personal time use of the SMOs was negatively associated with their job performance. It means that longer the time use of the SMOs for personal works, the lower was their job performance. These indicate the need for strengthening supervision and guidance on the S.MOs so that they devote adequate time to official duties.

3. Family size of the SMOs had strong positive relationship with their personal time use. It means that personal time use of the SMOs increased with the increase of their family size which in turn acted as a barrier to their job performance.
