Study on the Non-survivability Status of Subsidised and Non-subsidised Dairy Farms in Bangladesh

Abstract/ Executive Summary:

In this study, an attempt was made to determine the non-survivability status of subsidised and non-subsidised dairy farms in Bangladesh. For this purpose, 1200 subsidised and 500 non-subsidised dairy farms were selected. Results showed that the overall non-survivability was 30.88%. It varied from 25.52% in cow-holding group-2 (having 11-25 cows) to 31.56% in cow-holding group-I (having 5-10 cows). The non-survivability percentage was higher in 5-10 cow-holding group of both subsidised and non-subsidised dairy farms than the 11-25 cow-holding group. The non-survivability percentage was also marginally higher in non-subsidised dairy farms than subsidised dairy farms. It is further observed that non- survivability was higher in landless farms than other categories of farms. It is also found that non-survivability of subsidised dairy farms was the highest (41%) in Khulna division and the lowest (20.62%) in Rajshahi division. In the case of non-subsidised dairy farms, the highest (41.60%) non-survivability was observed in Rajshahi division and the lowest (15.19%) in Chittagong division. The farmers opined that the main reasons for non- survivability were non-profitability of dairy farming, scarcity of feed, fodder and their high prices, lack of veterinary cares, milk marketing problem and death of cows and calves due to diseases.

Objectives:

To determine the non-survivability status of subsidised and non-subsidised dairy farms, status of cow-population in those dairy farms and identify the causes responsible for non- survivability of those dairy farms.

Methodology:

For this study, 6 administrative divisions, namely Dhaka, Sylhet, Chittagong, Rajshahi, Barisal and Khulna have been selected purposively to give a wide range of coverage of the subsidised and non-subsidised dairy farms in the country. For his purpose, list of registered dairy farms was collected from the respective Divisional Offices of the Directorate of Livestock Services and accordingly, a survey was conducted on 1200 subsidised and 500 non-subsidised dairy farms. The dairy farms were selected randomly from those 6 administrative divisions. To collect data from the dairy farmers a survey schedule was prepared and was field- tested in Dhaka division. After field test, necessary modifications and rearrangements were made and then the survey schedule was finalized. The Field Assistants were given training on the schedule so that they can collect data without repetition and confusion. The survey work was started from April 2000 and ended in July 2000. For the collection of data, 5 Field Assistants and 2 Scientific Officers were engaged. A descriptive statistics like means, percentages and ratios were used to analyze the data.

Achievement/Findings:

It is evident from the study that the non-survivability percentages between subsidised and non-subsidiscd dairy farms are more or less similar (approximately, 31 %). It indicates that disbursement of subsidy alone could not prevent the dropping out of dairy farms in Bangladesh. The survivability of dairy farms was beset with many problems. If proper remedial measures could be taken against those problems, dairy farming could be a viable commercial enterprise. Therefore, it is recommended that interest free loan instead of subsidy, establishment of government milk purchasing centre, provision of training facilities, establishment of feed mills, leasing of government has land for fodder production, supply of good quality semen, imposition of ban on imported milk, introduction of livestock insurance policy for risk aversion, provision of adequate veterinary services, and lastly, animal feed should be imported for healthy growth of dairy farming in the country.
