Causes of Being Landless of the Landless Laborers

Abstract/ Executive Summary:

The purpose of the study was to determine the causes of being landless of the landless laborers. The landless laborers of the study sample mentioned in all six causes responsible for making them landless. On the basis of land leis cause index (LCI), the most important causes were: (i) 'did not inherit land from father' ; (ii) 'selling land due to financial want' ; (iii) 'washing away of land by river'; (iv ) 'forcible occupation of land by others'; (v) 'inability to release land given to others on mortgage' ; and (vi) 'father did not give any land'.

Objectives:

To determine and describe the causes of being landless of the landless laborers.

Methodology:

Landless laborers of Barakhata Union of Rangpur District constitute the population of the study. Data were collected from a sample of 104 landless laborers out of 1451 landless laborers selected by area sampling method. An Interview Schedule was prepared in Bengali to collect the data. Collection. of data took 25 days from May 30 to June 23, 1977. The respondents mentioned in all six causes fer making them landless. A landless cause index (LCI) was computed for each of the causes to ascertain comparative importance of the different causes. LCI of a cause was computed on the basis of the number of times that cause was cited. Each citation was assigned a weight of 1. Thus LCI of any cause could range from 0 to 104, 0 indicating the cause being not at all important and 104 very important.

Achievement/Findings:

The finding of the study are: 1. 'Did not inherit land from father' was the most important cause of being landless. This cause was mentioned by 79 out of 104 landless laborers. Because of their poor economic condition it becomes very difficult for such landless laborers to purchase any land. Selling land due to financial want was mentioned as the cause of being landless by 23 landless laborers. In view of the above facts it may be concluded that the proportion of the landless laborers in the rural areas will sharply increase if steps are not taken to check the alarming growth of population and to provide adequate job opportunities for the small farmers and the landless laborers. 2. Twenty two landless laborers mentioned 'Land washed away by river' as the cause of their being landless. It is, therefore, obvious that due to change of course of rivers, lands will be washed away in some places whereas new lands will be formed in some other places. It is necessary to note that Government have khash lands for giving settlements to others. Foregoing facts lead one to conclude that the small farmers losing their lands due to the erosion by the river will be greatly benefited if special consideration is given to them at the time of distribution of khash lands by the Government. 3. Seventeen landless laborers mentioned forcible occupation of their lands by others as the cause of their being landless. Small farmers are generally financially weak and they have few friends and neighbors to stand by their side when they are in difficulties. If the lands of the small farmers are forcibly occupied by persons with financial and physical might, some of the small farmers may not be able to regain their land and thus become landless laborers. It is difficult for the small farmers to take shelter of the court in order to get justice against the oppression of the mightly persons in the society. Above facts lead to the conclusion that the small farmers may continue to suffer oppression in the hands of the mighty persons of the society unless steps are taken to establish justice and rule of law at the village level.
