Water Management Technologies and Their Adaptation at Farm Level: Suggestions for Farmer's Adaptation

Abstract/ Executive Summary:

Several technologies like irrigation schedule for cereal and non-cereal crops, water application methods, low cost channel lining materials, deep-shallow-hand tubewell spacing for safe aquifer yield and higher system efficiency, water turn over rotation in large irrigation projects, and many others are developed in different institutes. All these are research results to improve the efficiency of safe water use. Even then it is observed several problems like tubewells are running out of water, low application, distribution, water use and conveyance efficiency. Constraints for such problems are discussed. Issues to improve the situations are also elaborated. The ways and means to adopt the technologies by the farmers at the farm levels have been suggested.

Objectives:

To implement water management practices, developed from research results, in increasing the water-use efficiency and command area.

Methodology:

Based on current problems experienced, followings are the summery of common elements which may be undertaken to improve water management:

a. Technical Improvements: rehabilitation of farm irrigation system: improvement of the farm land by land leveling, re-shaping, consolidation land holding; improvement of the farm irrigation and drainage system; providing adequate water measuring and control structure;

b. Operational Improvements: improvement of water distribution techniques such as replacement of continuous delivery with rotational method: setting up monitoring and feedback information system; setting up a clear and well-defined operation and maintenance procedure at the farm level; introduction of irrigation extension service with the technical personnel as a tool to improve field irrigation practice among farmers.

c. Agricultural Improvements: adoption of agricultural inputs such as credits, fertilizers, pesticides, seeds in water management improvement package; adoption of improved high yielding varieties.

d. Socio-economic approaches: emphasizing farmers participation in all stages of irrigation development including involvement of farmers in planning, design, construction as well as in operation and maintenance works; formulation of water users groups and water users associations to play important role in the introduction of improvement works, in the distribution of water and in maintaining the system; giving the water users association legal status to ensure eligibility for benefits from the improving water management programmes such as credits, low cost agricultural inputs, etc.; providing legal framework for enforcing irrigation management regulations.

e. Strengthening Institutional Services: setting up new and strengthening existing experimental farms and pilot projects for researches, studying and demonstrations of improvement water management and agricultural practices; introduction or strengthening of irrigation extension services for dissemination of improvement of water management techniques; training of field staff at various levels as well as farm leaders; devising mechanism for better coordination among government agencies responsible for supporting farm water management programmes.
