Technology Transfer Through Front-line Extension Workers in Bangladesh

Abstract/ Executive Summary:

The main objective of the study was to investigate how the information transfer function of extension are being carried out through the front-line extension workers in Bangladesh. The sample for the study included 64 BSs, 100 contact farmers, and 100 non-contact farmers from two Upazilas of Bangladesh. Field Work for the study WAS carried out during April to August, 1990. A multiple combination of extension methods and materials were found to be used in the process of technology transfer. However, the BS was considered very important for information supply. The farmers were heavily dependent on their neighbours and other family members for information as well. A shift from these sources was observed due to the introduction of T & V extension system. The importance of neighbours. relatives. and other family members as source of information was reduced and that 'for BS. extension demonstration and mass media had increased. A bias of information supply towards medium and large farmers was observed and most information generated were for irrigated rice crops. The medium farmers were observed to utilize more information than large and small farmers, The major problems in information transfer as cited by the BSs were inappropriate delivery of supply- service and credit, inadequacy of appropriate technologies, lack of knowledge and skills in new and complex field problems, and inadequate co-operation and guidance of senior officers of the department to the field level extension workers.

Objectives:

To have an understanding about the overall status of technology transfer-the different topics of discussion, extension extent of utilization of their advice by different categories of farmers.

Methodology:

The study was carried out in two Upazilas of Bangladesh, one in Jessore and the other in Mymensingh region, during April to August, 1990. The population of the research consisted of all the BSs of the two Upazilas, and the farmers of two blocks in each of the two Upazilas. Among 70 BSs of the two Upazilas. data were collected from 64, the remaining 6 were absent during data collection. Twenty five contact farmers and 25 non-contact farmers ware selected from each block following systematic random sampling method. Thus, 64 BSs and 200 farmers (100 CFs and 100 non-CFs) constituted the total units of analysis for the study. The senior author of this report visited extensively through the study areas and collected relevant facts from the farmers and extension workers. He interviewed the farmers and extension workers according to well prepared questionnaires. Moreover, he adopted observational procedure and interviewed the Upazila Agricultural Officers to find out and clarify some other relevant facts regarding information transfer. The data were simply coded, compiled and analyzed according to the objectives of the study. For better understanding of the in formation transfer system the method of content analysis was adopted. However, for better presentation of the system, simpler statistical methods were used in analyzing the data. Most data have been presented in textural from for simplicity and easy understanding.
