Barriers to Development of the Fisheries Sub-sector

Abstract/ Executive Summary:

Capture fisheries in Bangladesh is threatened due to a variety of factors including habitat loss as a result of agricultural intensification, urbanization, environmental degradation, pollution, and over exploitation of resources. Barriers to the development of the capture fisheries in Bangladesh can be classified as external or internal factors. In our judgment both these barriers are constraining growth of the capture fisheries but external factors are the most significant. Aquaculture is commonly regarded as part of the cultural heritage in the Mymensingh region. Mymensingh is the ‘hub of freshwater aquaculture’ in Bangladesh because of the ‘blue revolution’. Mymensingh is ranked first among districts of pond fish production in Bangladesh, producing 218,952 tons per annum, 18% of total aquaculture production in Bangladesh. Mymensingh has been identified as the most important and promising area for freshwater aquaculture, because of suitable bio-physical resources and climatic conditions. Polyculture has long been traditional practiced by fish farmers in the Mymensingh area. Fish productivity increases with the level of culture intensity. There is a tremendous opportunity for further aquaculture development in the Mymensingh area. However, a number of constraints are reported for its development, including technical, social, economic and environmental issues.

Objectives:

To explore the barriers to the development of Fisheries Sub-sector

Methodology:

Both primary and secondary level data were used in this study. However, given the time and resource constraints, emphasis was given on secondary sources. Secondary data was mainly collected from the Fisheries Resources Survey System of the Department of Fisheries (DOF). We have also used unit-level data from Household Income Expenditure Surveys for 2005 and 2010 to analyze fish consumption. Primary data was collected from a beel environment and another from a river system. A re-visit was made to a river site studied by one of the authors in 2002. This helped us to understand the changes that have taken place in the water body in last decade. Both quantitative and qualitative data was generated using semi-structured interviews and focus-group discussions. Information collected from the key informants was also used. Empirical evidence for the capture fisheries part of this report is provided from carefully conducted case studies.

Outcomes of aquaculture in terms of income generation and employment opportunities are considerable. The contribution of aquaculture to food supply is also great. Fish farming is now a good business and promises to remain a growth sector for the economy. However, concerns arise about the long-term sustainability of fish farming because of social, economic and environmental challenges. A number of significant challenges, particularly social and environmental issues, will need to be overcome to translate its benefits effectively to the thousands of rural poor. The issues of environmental sustainability of inland freshwater aquaculture, while clearly not as negative as those of coastal aquaculture (prawn and shrimp farming) in Bangladesh, are nevertheless poorly understood. Therefore research would be required to understand and quantify environmental impacts for sustainable freshwater aquaculture.
