A field experiment was conducted to identify appropriate sowing time; to identify the best water management practice; and to compare the interaction of sowing time and water management practice. Growth duration varied from 124 to 141 days and the standard growth duration was 140 days. Growth duration of rice was less in 31 December sown. Total rainfall during the growing period varied from 14 to 95 mm. Later two treatments received maximum rainfall. Water applied for land preparation varied from 160 to 230 mm. Total number of irrigation varied among different water treatment and different sowing time. Water treatment I1S4 required 27 no. of irrigation. Number of irrigation was almost similar in treatment I1 and I3 for all sowing date but amount of water varied. Amount of applied irrigation water was higher in S3 and S4.  In water treatment I1, applied water was 25% higher than the water requirement. In treatment I3, applied water was very close to ET demand. Water Use Efficiency (WUE) varied among different sowing date and different water management practices. WUE was lowest in S3I1 treatment (82%) and highest in S1I3 treatment (133%). Minimum water productivity was achieved in water treatment I1 and maximum in water treatment I2 and I3.

The plant height was varied from 76 to 84.8 cm. The highest plant height was observed in sowing date S1 and water treatment was I1 and I2. Effective tillers per square meter varied among sowing date but not in water treatment. It was varied from 585.7 to 409. The highest number of effective tillers per square meter was found in treatment S1 followed by S3. The lowest number of effective tillers was observed in treatment S4 followed by S2. But filled grain/ panicle was drastically reduced by sowing time. The highest filled grain / panicle was 98.2 was observed in treatment S4I1. The lowest filled grain was found in treatment S1I3. Grain sterility in percentage was vary with water treatments and sowing dates. It was highest in S1I2. 1000 grain weight (gm) was almost similar in all the treatments. Rice yield vary with both the water treatment and sowing time. Maximum yield was obtained from S4I3 treatment (6.29 t/ha). Except 31st December sowing, water management of 3 days after disappearing standing water gave higher yield in all treatment of sowing date.

Water treatments were I1 = Standing water upto 5-7cm, I2 = Irrigation at 3 days after disappearing of standing water and I3 = Water maintaining at saturation level and sowing dates were S1 = 16 November, S2 = 1 December, S3= 16 December and S4= 31 December. Rice cultivars BRRI dhan28 was used in Boro season. Pre germinated seeds were sown in line by drum seeder in puddled soil at different sowing date. Individual plot size was 2.4 m x 4.5 m having 1.0 m x 0.5 m buffers area around each experimental unit. Fertilizer management, weed management and other cultural management practices were followed as per BRRI recommendation. Fertilizer doses were applied at the rate of 220-120-85-60-10 kg/ha of Urea, TSP, MP, gypsum and Zinc sulfate, respectively. Except urea all fertilizers were applied during the final land preparation.  Urea was applied in four equal splits at 25, 40, 55 and 65 days after sowing (DAS). Irrigation water was applied as per water treatment and was measured by using a vertical gauge installed in the middle of experimental plot.
