Assessment of Surface Water Irrigation Projects (bwdb) in Respect of Irrigation Coverage and Crop Production -2006

Abstract/ Executive Summary:

Two selected BWDB surface water irrigation projects (Chadpur and Pabna Irrigation Project) were assessed in respect to irrigation water use and crop production. Primary survey data were used for this study. For this purpose, a pre-tested survey questionnaire was used for interviewing the farmers as well as the BWDB officials for project level data. The questionnaire contains information related to project related information, coverage of irrigation, crop production related information, technical and socio-economic causes for low irrigation coverage and provable suggestions for improvement BWDB surface water irrigation projects. A total of 20 farmers from 2 selected BWDB surface water irrigation projects (Chadpur and Pabna Irrigation Project) were interviewed.The major findings of the study are that the irrigation coverage for rice production was only 35% in Pubna project and 71% in Chandpur irrigation project. The average coverage of irrigation was found about 61% only. Therefore, by the assessment study it is estimated that the additional area can be brought under irrigation projects is about 7,798 ha , which can produced additional rice yield of 38,802 tons. The season-wise per hectare irrigation charge was nominal (around Tk. 1000 annually). But, farmers still have the tendency to get water free of cost which leads low (only 36%) water tax collection. The study revealed that although gross return is higher in Chandpur project area but net return from MV Boro cultivation was higher in Pabna project area compared to Chandpur project area. This was happened due to higher production cost specially for fertilizer.

Objectives:

To identify the present level surface water utilization for crop production;
To determine the crop production potentialities in BWDB project area;
To determine the technical and socio-economic constraints for low irrigation coverage in project areas ; and
To suggest guidelines for improvement of surface irrigation project in Bangladesh.
