Reasons of Labour Migration from Agriculture to Other Sectors and Its Impact on Rice Cultivation.

Abstract/ Executive Summary:

A survey was conducted at different locations of Bangladesh (Iswardi and Bogra) and around BRRI regional stations (Rajshahi, Rangpur, Habiganj) to find out the reasons of labor migration from agriculture to other sectors and its impact on rice production. At least 10 farmers and agricultural labors working in the field from the suburb of each location were interviewed directly using questionnaire. The most important factors behind labors migration form this sector were marginal profit or loss, despair, need for land and capital, price hike of essentials, search for basic shelters, risky irregular work and always struggle for simple life. As a result, labor scarcity problem creating higher wages rate in peak period of each production season occurs and soared cost of production. Moreover, their migration could make pressure in other sectors producing labor unrest in any quarter of the country that may also be a national crisis.

Methodology:

This is a survey type study. A survey was conducted at different locations of Bangladesh (Iswardi and Bogra) and around BRRI regional stations (Rajshahi, Rangpur, Habiganj). Questionnaire was used to collect data. At least 10 farmers and agricultural labours working in the field from the suburb of each location were interviewed directly on reasons of labour migration from agriculture to other sectors and its impact on rice production. The collected data was then compiled, scrutinized and recorded to find out the probable reasons, effect and solutions depending on their practical situation. This was completely a farmer's and labours participatory program.

Achievement/Findings:

The reasons and impacts of labour migration to abate labour scarcity problem and making better plans of rice production. The study provided that labours were migrating regularly that can play a vital role in rice production as well as any sectors. A remarkable portion of production cost might be affected by labour transfer. The main factors behind labours migration form agriculture to other sectors were comparatively greater family size, poor economic condition, search for basic shelters, better facilities for education, job, income, improved life stile etc, lowest social status, low income or minimum wages, price hike of essential commodities, higher income in other professions compared to agriculture, social and environmental problem, natural disasters, risky and arduous job, irregular work, expectation for higher foreign remittance and always struggle for simple life. As a result, labour shortage and higher wages rate in peak period of each production season occurs and soared cost of production. This trouble might extinguish farmer’s hope of rice production, plunge rice production area and total production, create food crisis, price hike, make pressure in the national economy, create labour unrest in any quarter of the country and so, national crisis may be emerged. These types of problem could also bring changes in politics and government. The government could take initiatives to create scopes of work by decentralization of power and industries towards the villages, enact one child policy, apply PPP properly and some other effective measures to check labour migration.
