Potentials of Increased Agricultural Productivity in the Greater BARIsal and Patuakhali Coastal Regions

Abstract/ Executive Summary:

The greater Barisal and Patuakhali districts comprise about 30% of the coastal and off-shore areas of the country. Total cultivable land area in the region is around 0.853 million hectares. Cropping intensity in the region is very low compared to the country's average situation. Field data from the study area were collected. analysed and areas under existing and improved polder management have been delineated. Results of the study showed that. through improved polder management it is possible to transform 0.281 million hectares of the present severe risk prone areas to only 0.08 million hectares facilitating further intensification of cropping during dry season. Surface water utilization has tremendous potential in the region. Studies further revealed that. by efficient polder management and restructuring of cropping. production of HYV T. Aman alone can be raised from the present 0.76 million tons to appx. 1.7 million tons per year. This paper explores the management importance of the coastal ecosystem in the greater Barisal and Patuakhali districts and analyses the determinants of increased agricultural productivity focusing on the roles of polder.

Objectives:

The paper explores the opportunities for crop intensification in selected places of the coastal area with the application of modern management practices.

Methodology:

Field data and information relating to agricultural crop production were collected during May-June. 1991. Besides. secondary data generated by various agencies were consulted. Soil and water samples were collected at 15 day intervals from sites distributed all over the study area. In all, 288 soil samples from 6 representative sites and 204 river water samples from 13 sampling sites were collected between September 1990 and May 1991 and salinity was determined in the laboratory. From each site. collection of soil samples were made at the depths of 0-10 cm. 10-30 cm and 30-60 cm. In case of crust formation on the soil surface. an additional sample was collected from 0-2 cm, During routine sampling, shallow ground water (within 2.5 meter depth) and tubewell (at appx. 300 meter depth) water samples were collected and salinity level determined. For measuring electrical conductivity of soil. saturation extracts were used, while for water standard method was followed.

Achievement/Findings:

The greater Barisal and Patuakhali districts have tremendous potentials of increasing crop production. Creation of the polder area of 0.38 million hectares to protect tidal saline water intrusion has been done at a great expense. The area thus need to be efficiently managed and rationally used for increased crop production. Appropriate regulatory measures for sluice gate. blockage of saline water intrusion. improved drainage and restructuring of cropping pattern with proper irrigation scheduling will lead to the transformation of vast moderate and severe risk prone areas into a more productive one. Under the changed scenario HYV coverage during kharif can be extended upto 80% of the area contributing higher cereal output of appx. 1.0 million tons per year. besides increase in production during rabi season. Research institutions need to develop tall and salt tolerant cultivars and technology of crop production which should be disseminated through specialized extension services and implemented with the active participation of the farming community. Government policy support should be more towards the utilization of surface water and the decision on the distribution of irrigation equipment should be reviewed and rental system of LLP sale need reintroduction.
