Problems and Gender Involvement in Rice Production in Selected Flood Prone Lowland Area of Northeast Bangladesh

Abstract/ Executive Summary:

The study was conducted to determine the rice production problems and gender involvement in rice farming of flood prone low land area of northeast Bangladesh. Data were collected through participatory group discussion methods with different categories of participants of Habiganj district. Among the various rice production problems lack of capital and scarcity of quality seeds were found to be principal problems followed by flash flood during harvesting of boro rice, insect infestation, lack of irrigation facilities, rat infestation, lack of drying facilities during harvest of boro rice, high price of agriculture imputes, lack of pest management knowledge, low price of rice during harvest, scarcity and high wages of labours during harvest and influence of money lender or middle men. Identified rice production problems by different levels participants were found highly similar. Spearmen rank order correlation coefficients of identified problems among different levels showed significant consistency. Women were found involved mainly in household related activities of rice production while men were engaged in field oriented activities of rice cultivation.

Objectives:

Methodology:

Data were collected through a participatory group discussion process by multi disciplinary six member team during June 2000. Habiganj district was the purposively selected as study area because of its representative flood prone lowland areas under AEZ 22. Study village and upazila were selected after the discussion meeting with DAE and NGOs personnel's of Habiganj district. Data were collected in three levels such as: village level, upazila level and district level. The respondent were 1) at village level male and female farmers of different categories 2) at district level- all district level officers of DAE of Habiganj District, all upazila level officers of Habiganj district, BS, researcher of regional research station of BRRI, AD of BADC, NGO representatives elite farmers of Habiganj district other than study area and 3) at upazila level- male and female farmers of study and non study villages, local farmers representatives, BS, of the upazila, upazila level officers and NGO representatives working in upazila. Finally a total of 73 participants (33 farmers at village level, 19 respondent at upazila level and 21 respondent at district level) were participated. Descriptive statistics use to facilitate findings of the study.

Achievement/Findings:

Farmers of low land flood prone area of northeast Bangladesh face various and multidimensional problems of rice production. Some of these problems can be minimized through adoption of some risk avoiding rice production like optimum planting, short duration varieties. Other problems can be relaxed by changing existing hostile policies of agriculture credit distribution to the farmers. It is necessary to provide sufficient training for seed production and judicious use of various input and providing other facilities to the farmers. Also necessary to develop suitable and less costly practices for post harvest activities for rice drying that would increase farm level seed availability and reduced the pains of rural women.
