Performance of Agency Managed and Privatized Minor Irrigation System in Bangladesh

Abstract/ Executive Summary:

Irrigation water is one the most important factors for increasing crop production per unit area. Area covered by the irrigation equipment is one of the good indicators of technical performance in minor irrigation system. In Bangladesh, minor irrigation systems are managed by both agency and private individuals but very few researches have been done to evaluate their performance. Therefore, an attempt was taken to evaluate the technical and economic performance of the agency and privately managed minor irrigation systems (DTW and STW) in four selected district of Bangladesh. In Bogra district, the area coverage per equipment was found more than Rajshahi due to better water bearing aquifer in Bogra than Rajshahi. The DTWs managed by agency (BMDA) showed an increasing trend of the command area by 24% whereas the farmer managed DTWs coverage decreased by 20% and 16% in Bogra and Jessore, respectively during 1996 over 1994. For STWs, the area coverage decreased by 15% in both agency and privately managed systems. The findings also indicate that the cost of production of Boro rice was higher under privately managed DTW than agency managed DTW.. Incase of STW, cost of production was found lower in privately managed system. The returns and benefit cost ratio were also higher in privately managed STWs than agency managed STWs.

Objectives:

To evaluate the technical and economic performance of the agency and privately managed minor irrigation systems; and
To suggest policy guideline lines for improvement of minor irrigation irrigation system performance.

Methodology:

Two water resources zone of Bangladesh such as northwest and southwest zones, which included Rangpur, Bogra, Rajshahi and Jessore districts were purposely selected. Twelve sample farmers from each deep tube well (DTW) from each district and ten sample farmers from each shallow tube well (STW) were selected randomly. In total 252 DTW farmers and 100 STW farmers were selected randomly. Data were collected in the Boro season,1996 with the help of DAE, BMDA and GKF personnel. Collected data were summarized , tabulated and analyzed in accordance wit the objective set for the study. Accounts analysis technique was followed in analyzing the data.

Achievement/Findings:

The DTWs managed by agency (BMDA) showed increasing command area by 24%, whereas on average 18% command area decreased under private/farmer managed system. The number of STWs are increasing year by year but their command are decreasing in both agency and privately managed system. The command area of DTWs in many places have been shared by STWs, which eventually make the system vulnerable. The cost of production of Boro rice under DTWs system was higher than STWs system. The returns and benefit cost ratio were also higher in privately managed STWs than agency managed STWs systems.It was found that the DTWs performance was better in agency managed situations. Under private managed system DTWs may not technically and economically sustainable unless the management and policies are changed in favour of the privately managed DTWs systems.
