Agricultural Vulnerability in the Context of Coastal Region of Bangladesh

Abstract/ Executive Summary:

Coastal region of Bangladesh is different from other parts of the country for its multiple vulnerabilities. These vulnerabilities, both natural and manmade have significant impact on coastal agriculture. The continuous depletion of resources and irreversibility of the losses in this sector have created a substantial regional difference between coastal and other regions in Bangladesh. This study mainly tries to identify how the agriculture sector of this region is lagging behind the other regions in terms of different important parameters. Basically, the entire study is based on secondary data source. It reveals that there is significant regional disparity in case of availability of net cultivable land, cropping pattern, cropping intensity, distribution of farm household and its change over times and growth of GDP in agricultural sector.

Objectives:

1. To identify how the agriculture sector of the region is lagging behind the other regions in terms of different important parameters.

Methodology:

A significant feature of the study is the use of secondary data and information. Secondary data were gathered mainly from the agricultural census of 1996 and 2008. The collected data and information have been analyzed and examined critically through statistical tools and techniques, graphs, figures in order to illustrate evidences how these vulnerabilities are affecting the coastal agricultural sector.

Achievement/Findings:

The vast river network, dynamic estuarine system and the drainage basin have made coastal ecosystem as a potential source of natural resources and diversified fauna and flora composition. But multiple vulnerabilities cause a continuous depletion of these resources. Hence the scope of poor people to exploit these resources becomes limited day by day. As a result, lives and livelihoods of the people are under tremendous pressure in this region. Several policies and strategies have already been adopted to combat the vulnerabilities in coastal region. However, implementation of policy and strategy directives will remain a key issue in this concern. Especially, coastal land use zoning should be applied in this context to effectively accommodate diverse land uses where lands are to be zoned according to their suitability. This will minimize the unplanned expansion of any land use, particularly shrimp farming or salt production. In order to facilitate the effective implementation of these activities, it has become imperative to enhance capacity building for government and non-government authorities as well as to restructure the existing institutional frameworks in order to make people more capable of responding to the challenges of coastal agriculture.
