Using the Metafrontier Approach for Estimating Technical Efficiency and Technological Gaps of Biogas Plants Under Different Regions in Bangladesh

Abstract/ Executive Summary:

The major objective of this study is to estimate the technical efficiencies and technological gaps of small scale biogas plant in different regions in Bangladesh. Five regions: Noakhali, Mymensingh, Rangpur, Khulna and Manikganj have been selected and purposive random sampling technique have been applied for data collecting from each region of Bangladesh. Non-parametric Data Envelopment Analysis (DEA) model has applied to measure the technical efficiency and technological gaps among the regions with the help of metafrontier approach. The average technical efficiency of each region was 95 percent and average metafrontier was 89 percent and the technological gap was 94 percent. Still, they have lag behind the technical efficiencies regarding to all plants in Bangladesh by 14 percent. There were no visible differences of technological gaps or even the regional and metafrontier technical efficiencies among the five regions.

Objectives:

1. The major objectives of this study are to estimate the technical efficiency with respect to regional and metafrontier production approaches estimated by DEA and measure the technological gap of biogas production in different areas in Bangladesh.

Methodology:

For the fulfilment of the objectives of this study, five regions have been considered namely northern, southeast, southern, northeast and central regions have practically representation to the Bangladesh where biogas producers were available. One district was purposively chosen from each region. Rangpur, Khulna, Noakhali, Manikganj and Mymensingh were selected from Northern, Southern, Southeast, Central and Northeast region in Bangladesh, respectively. There have some regional variations on the basis of education, farming system, cultural system, attitude, adoption of technological advancement and economic status, etc. Purposively random sampling technique was taken for collecting the data due to time and resource constraints. sixty biogas plants have been selected from five regions by using of face to face structured questionnaire and from each region, twelve sampled plants have been considered for this study. Relevant secondary data also obtained from different sources. Usually, the biogas plants size was producing not so enough gases that would be used for mainly, cooking purpose. Variable inputs: manure/poultry dropping and human labour and obtaining output: biogas and slurry have been considered for the study. Linear Programming (LP) method has applied for getting technical efficiency of regional and metafrontier production with data envelopment Analysis (DEA). MS Excel is applied to estimate the technical efficiencies for both regional and metafrontier.
