Present Status and Sustainability of Aquaculture Extension Projects in Bangladesh

Abstract/ Executive Summary:

Aquaculture Extension Projects (AEPs) in Bangladesh were studied to assess their sustainability and socioeconomic impact on improving the livelihoods of fish farmers. The present study selected seven AEPs namely Fisheries Thana Extension Project (FTEP), North-west Fisheries Extension Project (NFEP), lFADEP SP-2, Mymensingh Aquaculture Extension Project (MAEP). Development of Sustainable Aquaculture Project (DSAP), Thana Level Aquaculture Extension Project (TLAEP) and CARE cage culture which altogether covered almost all districts of Bangladesh. However, considering the scale and magnitude of operation of AEPs. and involvement of working organization and partner NGOs, in total 620 fish farm households were selected from 13 districts covering 138 villages in Bangladesh. Data were collected for the year 2002-2003 and most analyses were done by using 'before' and 'after' method to determine the socioeconomic impacts and sustainability of the selected AEPs. Accordingly, related issued were addressed and determinants of sustainability were identified to know the scale of sustainability of selected AEPs. Changes in cultural practices and management of fish farms after implementing the AEPs were assessed to examine the present status and susiainability of aquaculture. For sustainable aquaculture development, farmers' goal and contribution of fish production, provision of credit and material supports, extension services, marketing facilities and distribution system. and some other factors were identified as determinants and prerequisites of sustainabiIity. However, all these determinants had positive effects on sustainability of present aquaculture. Considering all these circumstances and factors. the present production system and existing technology under study appeared to be effective and sustainable.

Objectives:

1. The aim of the present study was to examine the present status and sustainability of 7 AEPs implementers in Bangladesh.

Methodology:

Seven AEPs mostly implemented by OoF were selected for the present study. All these projects started between 1988 and 1995 and ended between 1999 and 2003. Implementing agencies and partner NGOs are involved in operating the project activities. Project identification as shown in Table-I which includes the name of supporting and/or funding agencies, implementing agencies and partner NGOs, phase wise project period and areas covered under different projects. Except OSAP and CARE cage culture, OoF implemented all the other projects. A socioeconomic survey was conducted using a pre-tested set of questionnaires. Related documents and information (base line survey reports) were collected from respective organizations. Considering the scale and magnitude of operation of AEPs, involvement of organizations and partner GOs. 620 fish farm households were randomly selected from 138 villages or 16 upazilas (suh-districts) under') districts in Bangladesh (Table-2). Data were collected for three separate periods e.g.. before implementing the AEPs, during project period and after implementing the AEPs to determine economic returns and sustainability of AEPs implemented. Pond fish farmers or fish farm owners under selected AEPs of the fish farms were taken as the unit for analysis. The collected data were reduced to tabular form, which included classification of tables into meaningful resul ts by usi ng mean and percentage and ratio.

Achievement/Findings:

Almost all farmers of different AEPs, to some extent, practiced culture and management as suggested by respective AEPs. As an important determinant of sustainable aquaculture, most of the farmers had goal to earn more income with increased production of fish. In this regard, quality fish seed, and feed and fertilizer were available to fish farmers. The AEPs should be continued to keep the fish farmers in touch and informed about improved technology to be adopted to increase their fish production within their limited resources endowed. In this regard all AEPs should be cost effective with minimizing or reducing the overhead cost of the project. Extension services should be strengthened through DoF staff and DAE agents to convince and motivate the farmers about the benefit and outcome or adopting improved aquaculture technology and management. In this regard, NGOs should also assist the fish farmers.
