Utilization of Pl-480 (title-iii) Fund at Bangladesh Rice Research Institute (brri)

Abstract/ Executive Summary:

BARC started disbursement of PL-480 fund for partial requirement of different research projects under BRRI from 1983-84. During 1991-92 Tk. 91.37 lakh was allocated from PL-480 to facilitate research in addition to BRRI core project fund 950 lakh. With the help of these fund, the following scientific achievements were made and presented in the workshop. These are as follows: (i) The national seed board (NSB) two rice varieties (BR24 (Rahmat) and BR25 (Naya Pajam) for favorable rainfall areas; (ii) Field evaluation of six advanced breeding lines has been completed; (iii) Twenty breeding lines were identified with prospect for release as future varieties for different seasons; (iv) USG proved to be superior in terms of yield, N-use and economic profitability for wet land rice culture; (v) Perching in the rice fields greatly increased the predation activity of predatory birds e.g.black drongo (Fingey) over the perch less field. Predatory bird became active 2-3 hrs after sunrises and about an hour before sunset; (vi) BR22 and BR23 found tolerant to flash flood submergence; (vii) Four rice crops could be successfully grown subsequently in a year in the same field under Joydebpur condition; (viii) Varietal differences for resistance to ShB among four groups of varieties were identified; and (ix) At least four species of Trichoderma have been identified from the soil collected from four divisions of Bangladesh etc.

Objectives:

To assess the existing PL-480 fund availability and utilization status at BRRI;
To identify the constraints of fund utilization; and
To determine the future need of PL-480 for strengthening BRRI research activities.

Methodology:

A workshop on utilization of PL-480, Title-III, fund at BRRI during the financial year 1991-92 was held at BRRI HQ, Gazipur on 12 November 1992. After introductory opening session, Dr. Kamal Rahim presented the report on the utilization and achievements made through the PL-480, Title-III fund during the 1991-92 financial year, under BRRI head quarters (HQ), Gazipur. Report on the utilization and achievements made through the support from Agricultural Commodity Grant PL-480, Title -III during the fincial year 1991-92 under different regional stations (RS) of BRRI were presented by the respective in-charge of the station; (i) Dr Noo-E-Elahi (RS Comilla); (ii) Dr. G M Panaullah (RS Barisal); (iii) Mr A K M Faruque (RS Bhanga); (iv) Mr. A H Khan (RS Habigonj); (v) Mr M R Siddiqui (RS Rajshahi); (vi) Mr. M A Rashid (RS Sonagazi); and (vii) Mr. Gazi Jashimuddin (RS Rangpur).

Achievement/Findings:

The grant from the PL-480 fund is helping BRRI a lot in meeting the operational expenses as well as the development expenses. The effect of fund in conducting research programs is very remarkable. However, the amount of fund from PL-480 is not enough to conduct/carry out the institutional research requirements. During fund allocation, BARC considered cultivable area or number of scientists of the institute instead of considering the nature of research works and achievements of the institute. Thus, cultivated land and number of scientists should not only be the criteria for budget allocation. Allocation of PL-480 fund is not made well ahead, which hampered fund utilization in time.
