Evaluation of Existing Livestock and Poultry Policies and Provide Guidelines for Development in Bangladesh

Abstract/ Executive Summary:

This study was undertaken for the evaluation of existing livestock and poultry policies in Bangladesh. The objectives of the study were to document the views of the different stakeholders involved with livestock production and to identify the gaps between existing policies and expectations from the perspectives of stakeholders. Animal slaughter act, feed act and poultry development policies were considered for empirical investigation in this study. Initially, data were collected from three divisions out of seven divisions through a structured questionnaire. Total 240 representative samples were expected to be interviewed from the selected six districts.

Objectives:

1. Critical analysis of the existing livestock and poultry policies in Bangladesh, 2. To know the views of different stakeholders in relation to livestock and poultry policies, 3. To identify the gaps between existing policies and expectations from the perspective of stakeholders, and 4.To recommend the results of the study to the concerned policy makers of Government.

Methodology:

The study was carried out in six districts namely Mymensingh, Dhaka, Gazipur, Chittagong, Sirajgonj and Bogra. The selection of these districts was done purposively by the researcher through consultation with the supervisory team. These six districts were chosen as these districts are contributing significantly in livestock and poultry sector of Bangladesh. For critical analysis of the existing livestock and poultry policies in Bangladesh, we have chosen three policies namely slaughter act, feed act and poultry production policy. To investigate the different factors of the existing policies secondary data were collected. The SWOT analysis were performed for three policies. The research team visited Dhaka, Chittagong and Rajshahi divisions for collecting data in respect of three said acts having been prepared and developed questionnaire related to the policies and act from the mentioned stakeholders. Firstly, we visited 12 farms, 9 butchers, 13 dealers and distributors, 3 hatchery and parentstock owner farms, 6 meat processors, 5 ULO/VS/PDO, 6 feed mill owners with the team consisted of MS and PhD students along with respected teachers having collected 54 samples from Dhaka division. We selected two upazila namely Mucktagacha and Sripur from Dhaka division because both the areas are densely populated with livestock farm, feed mill, hatchery, slaughter house and Govt. livestock offices. There are 58 registered feed mills mostly in Gazipurand Dhaka districts (Siddiquee, The Daily Star, 15 July 2014). Similarly, we visited Chittagong division and Collected data on 16 farmers, 12 butchers, 11 dealers and distributors, 10 meat processors, 1 hatchery and parentstock, 12 ULO/VS and 1 feed mill owner stands 63 in total. We selected two upazilas named Potia and Rangamati Sadar in similar to that of Dhaka division bases on the same stakeholders. Potia is the largest farming area for broiler; layer and cattle farm whereas to get information from hilly areas in respect of livestock policy attraction Rangamati Sadar was selected. We also visited Rajshahi division and also collected data on 19 farmers, 12 butchers, 9 dealer and distributors, 10 meat processors, 5 ULO/VS and 1 feed mill owner totaling 56. We selected Shahjadpurupazilas in Rajshahi division because of the largest milk pocket areas in Bangladesh. We also selected Bogra Sadar because of densely farming area.

Considering the importance of livestock and poultry sub-sector, the government of Bangladesh has formulated “Livestock and Poultry Development Policy” to guide the effective implementation of activities and program in the livestock sub-sector. In this line, present study attempts to investigate the effectiveness of the existing livestock and poultry policies and identify the gaps between the policies and expectations from the perspectives of stakeholders.
