Agricultural Information System and Management in Bangladesh.

Abstract/ Executive Summary:

The study described the agriculture systems, agricultural education system, agricultural research and agricultural extension system in Bangladesh. It discussed different types of agricultural information systems and their functions and importance. It also explained the agricultural information management systems and the problems of managing agricultural information in Bangladesh. Finally the author made some suitable recommendations to overcome the problems and propose some measures for the overall development of agricultural information system in Bangladesh.

Objectives:

To increase in food grains production due to our agricultural researcher's contribution.

Methodology:

Agriculture continues to play a key role in the overall development of Bangladesh. It still dominates in terms of its contribution to GDP, foreign exchange earnings and in providing employment to a large segment of the population, especially the rural poor. Our agriculture system comprises of agricultural education system, agricultural research system and agricultural extension system. In this sector various types of personnel are involved. In their work, they need agricultural information resources for proper planning, management, research, education and decision making. Agricultural research in Bangladesh has a long history. Formal Agricultural research in the subcontinent had its beginning in 1880. A nucleus Agricultural research laboratory was established at Tejgaon, Dhaka in 1908 to serve the researchers of the then provinces of Bengal and Assam. This was the predecessor of the Bangladesh Agricultural Research Institute. The Bangladesh Rice Research Institute with the independence of Bangladesh in 1971 Bangladesh Agricultural Research Council is the apex body of the National Agricultural Research System of the country. The council was established in 1973 with the mandate to 125 Agricultural Information System And Manageml'llt In Bangladesh plan, support, coordinate, implement and evaluate agricultural research activities in Bangladesh. A national co-ordinating organization, BARC identifies problems and gaps in the different sub-sectors of agricultural research including crops, livestock, forestry. fisheries and socio-economic aspects. It prepares and ensures implementation of the national plans on agricultural research with in the framework of national needs and goals [BARC, 1999-2000]. Bangladesh agricultural research system constitutes ten primary research organizations and they work under BARC' s supervision. There are four main categories of agricultural information are as follows:Technical/ Scientific: This type of agricultural information arises from research and development work aimed at increasing agricultural production by providing high yielding crop varieties, controlling major pests and diseases, developing new methods of crop production and so on. Commercial: This includes information relating to agricultural credits and cooperatives, national prices for expot1 commodities, and information on agro-based products. Social: This includes information on traditional agricultural practices, local cultures, background information on local communities and availability of labour. Legal: All legislation relating to land tenure and to the production, distribution and sale of agricultural produce. They play this role by performing the following functions as activities: Collection, organization and provision of information material s in general agriculture or particular area of specialization as well as in allied subjects. Receiving and disseminating technical repmts and information. Reference , queries services, inter-library loan service. Literature search. Current awareness services. Selective dissemination of information services.Provision of photocopying services. Computerized library services etc.

Achievement/Findings:

Keeping in view the changing and growing needs of the agricultural users, the agricultural libraries are required to their services appropriately to meet the specialized information requirements of the agricultural scientists and researchers. Information services such as SDI, indexing, abstracting, bibliographical , translation which are not provided by most of the libraries should be introduced in all the libraries. Computers should be efficiently utilized for speedy information dissemination purpose s and for the successful networking and resource sharing. Also facilities for using national as well as international databases through telecommunication lines should be provided . The libraries which have not installed CD-Rom are required to do so at the earliest to exploit this technology for information storage and dissemination purposes.
