The Characteristics and Status of Pond Aquaculture in Bangladesh

Abstract/ Executive Summary:

Very rapid developments are widely believed to have occurred within Bangladesh's aquaculture sector in recent years, but have yet to be adequately documented. This paper addresses the information gap based on a comprehensive review of literature and data. The current status of pond based aquaculture in Bangladesh is summarized in terms of the quantities and species of fish produced and the technical and social characteristics of the production systems from which they originate. The main systems of pond aquaculture practiced in Bangladesh are analyzed, paying particular attention to the technical, social and economic characteristics of two dominant forms of production. These are categorized here as homestead pond culture (carp dominated low intensity production conducted on a semi-subsistence basis, requiring limited management, labor and capital investment) and entrepreneurial pond culture (semi-intensive or intensive culture entered into as a productive investment with moderate or high capital costs and frequently employing labor). An estimate of national fish production and consumption disaggregated by culture system is presented. The discussion section synthesizes these results and considers their present and future implications.

Objectives:

To provide a more comprehensive picture of the characteristics of the pond aquaculture sector in Bangladesh

Methodology:

This paper is based on an extensive review of literature pertaining to the aquaculture sector of Bangladesh; much of it grey, obscure or difficult to access, particularly outside of Bangladesh. Data from baseline surveys conducted for a number aquaculture development projects were also utilized. The most important dataset accessed was the government's five yearly Household Income and Expenditure Survey (HIES). This rigorous nationally representative survey, implemented with assistance of the World Bank, is used to determine key national statistics (e.g. poverty rates), based on the measurement of data pertaining to household consumption expenditures and livelihoods activities. The published summary and raw data of the HIES 2005 survey was drawn on extensively, particularly in order to estimate fish production volumes. Data from another government census, the 2005 Agricultural Sample Survey was used in a similar manner to assist with the estimation of the area under fish production. Unpublished data collected by the Department of Fisheries (DOF) (e.g. records of hatchery numbers and output, and figures for the trade in fish to and from India and Myanmar) was also accessed. This data was augmented by interviews and discussions with a small number of key informants. An initial report was then presented at a workshop hosted by the Department of Fisheries and attended by DOF officials and representatives of national universities, producer associations and NGOs, and feedback from participants was incorporated into the findings where appropriate. The strategy employed throughout the review was to obtain information from as many sources as possible in an attempt to triangulate all findings. This was deemed particularly crucial given the often unreliable and partial nature of data available on the inland aquaculture sector. The results presented in the following sections should not therefore be regarded as definitive, but do represent the most concerted attempt in recent years to produce such a comprehensive overview of the aquaculture sector in Bangladesh and its importance to those dependent upon it.
