The Development Phases of Flood Control and Drainage Systems

Abstract/ Executive Summary:

A rapid water management appraisal methodology was developed and applied in 28 flood control and drainage systems to identify the nature of water management in them. The study focused on decision-making processes in the systems and how people cope with water management challenges. It concludes that water management in the systems is extremely complex and fundamentally different from water management in irrigation systems. To grasp the complex nature of water management in the flood control and drainage systems, it is necessary to understand the development phases they pass through. In this paper, four phases are identified, namely unprotected flood plains, flood protection, reduction of drainage congestion and optimizing of water control.

Methodology:

To study the water management in FCD systems, a rapid water management appraisal (RWMA) methodology was developed and applied in 28 FCD systems in 1996 by the Systems Rehabilitation Project. The RWMA methodology is an adaptation of rapid rural appraisal (RRA) techniques. RRA is a scientific research method to acquire new information on rural development quickly, without sacrificing data quality and comprehensiveness. The RWMA methodology consists of four phases (preparation, system walkthrough, interviews and reporting) and a number of tools (water management issues table, water management unit's map, occupation location matrix and questionnaires) for conducting field research. The map with the water management units (WMUs) on it forms the basis of the fieldwork. A WMU is defined as an area under the direct influence of a structure. During fieldwork each WMU is visited. The information that needs to be collected in each WMU is set out in the questionnaire and the water management issues (WMI) table. The WMI table systematically lists the entire water management infrastructure in a WMS and details the design characteristics and the actual operation and maintenance of each structure. The RWMA assumes that people with different occupations reflect different interests in water management and that individuals with the same occupation can still have different interests depending on their location. The occupation location matrix is used as a tool to ensure full coverage of all water management stakeholders.

For achieving a good, sustainable water management and actual poverty reduction, fundamental institutional change is needed, which takes into account: the complex and conflictive nature of water management in FCD systems and the development phases they pass through; and the institutional implications of participatory water management for the government agencies responsible for the water sector.
