Assessing the Contribution of Small Scale Water Resources Development Project on Agricultural and Social Advancement in Bangladesh: a Case Study for Haizda Embankment Project

Abstract/ Executive Summary:

An investigation was made on the Haizda Embankment project in the Haor area of Netrokona district to evaluate the goals and objectives of the project. Data collected from 50 farmers, 20 project staff, local government officials and expert through a structured questionnaire. Both pre-project and post-project situations were taken into consideration. The agricultural and social development were appraised on land use, use of seed variety, fertilizer use, water management, labour employment, yearly income of the farmers, land ownership, use of insecticides, transportation facility and educational changes. The pre-project and post-project scenario in the above mentioned aspects were statistically compared by means of t-test. Significant improvements in almost all the aspects were found at the post-project condition. On the other hand analyzing highest water levels of the area, it was found that the water level significantly increased outside the embankment after the project construction, which also increased the vulnerability of livelihood. The fisheries ecology have been changed in the poldered area because of (i) free entrance of water is prevented at low flood level, (ii) the requirement and spawning ground of major fish species have been interrupted and (iii) decreased the opportunity of capture fishing in the project area.

Objectives:

The specific objectives of this study were to examine whether: • Water management has improved under the SSISP system, • Multicropping system have established with beneficial management of water resources, • Farmers have benefitted from these changes through increased agricultural productivity, increased livestock and fisheries, • Socio-economic condition of the farmers have improved significantly through SSISP system, • Any problems that still exist with respect to water resources development and • To recommend improvements in the implementation of the SSISP system.

Methodology:

Data were collected from selected farmers, project staff/officials, local government officials and local experts through a structured questionnaire within the polder as well as adjacent areas in the month of April 1994. Based on the local statistics it was estimated in 1981 that the total household in the project area had been 5,750 with an average family size 5.2 numbers, The land per farming household had been 1.98 ha (Anonymous, 1981). Only family heads (farmers) were taken into consideration. Fifty farmers were randomly (at least one from each village/ha) selected for that purpose and interviews were taken in their residence, fields, village shop and market individually according to their availability to avoid interference. Interviews were also taken from the project staff/officials, ten local experts and government officials in their office or house premises accordingly. Crop production statistics of Mohangonj Thana were collected from the Thana Agricultural office as well as District Agricultural office. Water level data were collected from nearby gauge stations through respective officer-in-charge of Bangladesh Water Development Board, Netrokona. Similarly, fish production data were collected from Thana fisheries office, Netrokona. Primary data collected using questionnaire survey and secondary data from other sources were then interpreted for the quantitative data. Two sets of quantitative data on different aspects as agricultural activities, water management, social involvement, livelihood etc., on pre- and post-project implementation period were compared. Processing and analyzing of data were done using the Statistical Package for Social Sciences (SPSS). To check whether there exists any significant differences between pre (before project construction) and post (after project construction) project condition, hypothesis testing was done using t-test at 95% confidence level.

Achievement/Findings:

The construction of Haizda Embankment project has significantly increased the agricultural production, transportation facility, which ultimately increased the farmer’s income in the project area at post-project condition. The financial capacity of the farmers increased significantly which resulted increased freehold type of land ownership in place of share cropping, child education level and increased labour employment status in the project area.
