Agricultural Development Planning: Linkages with Annual Development Plan and Some Experience from Crop Sub-sector with 6th and Proposed 7th Five Year Plan Perspective

Abstract/ Executive Summary:

In Bangladesh, national economy is categorized as 17 sectors of which agriculture is one of them. Agriculture is the main economic sector in Bangladesh and makes an important contribution to GDP. Bangladesh agriculture is facing the challenge to provide food and employment opportunities for the vast majority of the population. To overcome the challenges it is necessary to make future plan. Proper plans can help leaders and organizations to execute projects, reach their goals, and fulfill their vision. The formulation of five year plan and their linkages are very much important. The success of five year plan depends on annual development plan. The objectives of this paper are to review the plans, their formulation process, linkages each annual plan, crop sub-sectors experience, limitations and recommend a way out. Although Bangladesh is formulating good plans and document, but limitations are found reviewing 6th and proposed 7th year plan of crop sub-sector. The plan did not follow sectors and sub-sectors as of ADP book or vice versa. The objectives were not clearly written following the goals and activities were not mentioned following objectives. The year wise breakdowns of activities were not projected. These limitations create problem to implement, monitor and evaluate the plan. The plan would be more effective if sectors and sub-sectors considered same for five year plan and ADP book. Besides, the five year plan would be better if would be possible to include year wise activities following the objectives and objectives following the goals and so on during formulation.

Objectives:

To review the plans, their formulation process, linkages each annual plan, crop sub-sectors experience, limitations and recommend a way out.

Methodology:

A National Economic Development Plan analyze the country's objectives and priorities in relation to all these sectors in response to well-identified national needs. It proposes and justify an overall plan in which the role of individual sectors, including agriculture as a source of food, nutrition, improve diet and foreign earnings. All countries give highest priority to national food security to supply basic nutrition and to improve diet. As food is not usually distributed evenly, identification of national needs are often by region or possibly a smaller demographic unit.In Bangladesh short, medium and long term plan are taken with a view to way out the solution how the gap can be reduced. The plans like Annual Development Plan, Five year plan and Perspective Plan are short, medium and long term plan in Bangladesh. For five year plan and annual development plan sectors profile are considered. Sector specific vision, Goal, objectives, output and activities are considered. The five year plan formulation and coordination work is done by General Economics Division of Planning Commission and annual development program is done by the programming division of the Planning Commission.The formulation of plans and their linkages are very much important. The annual plan is done on the basis of five year plans. The success of five year plan depends on annual development plan.

Achievement/Findings:

The plan would be more effective if sectors and sub-sectors considered same for five year plan and ADP book. Besides, the five year plan would be better if would be possible to include year wise activities following the objectives and objectives following the goals and so on during formulation.The challenges, objectives and strategies proposed in the seventh five year plan are more or less same, but some new challenges, objectives and strategies are considered in the 7th FYP. Objectives are not determined as per goals and challenges sorted out and the strategies are not sorted out as objectives. For as example one of the new challenges is to raise productivity and profitability. To tackle this challenge no objectives and strategies were sorted out.
