Pre Monsoon Flood Management of Haor Areas in Ne Bangladesh

Abstract/ Executive Summary:

North East region of Bangladesh lye on the foothills of the Assam Range located just below the world’s highest recorded rainfall station, Cherapunji, and experiences early monsoon rain causing severe floods. The flood plain along both the banks of the rivers in the region slope towards the interior that gets flooded earlier and a faster drainage is required at the end of the monsoon to recover the land for Boro cultivation. This demands special flood protection arrangement called partial flood management using submergible dykes. An optimization exercise to fix the crest level of submergible dykes from a series of option studies (group a: for the present ones, group b: including the future ones and, group c: dredging the peripheral river bed & retaining part of the Haor deep pockets as wet land) for 1 in 10 year return period using mathematical hydraulic model has suggested the planners to select more judicious level to minimize the recurrent damage. Cause Way, a new type of hydraulic structure had been proposed for faster filling and drainage to minimize recurrent damage to dykes. Linking this development with flood forecast model, a better decision support system could be planned for the managers to take calculated risks.

Objectives:

The study was undertaken to ensure harvesting of principal crop (Boro), enhancement of communication net works, multiple use of water resources with emphasis on fishery, agriculture, cattle farming, employment opportunities for both men & women through out the year apparently appear important aspects to be considered for comprehensive development of the hoar areas.

Methodology:

Embankment crest level fixation and confinement effect: 3.1 Selection of Design Year, 3.2 Confinement Effect of Haors and Option Testing, 3.3 Optimization of Options, 4. Conclusions and Recommendations.

Achievement/Findings:

The sustainability and efficient management of the haor projects both embankment raising and intelligent dredging options have to be considered together and not in an isolated way. The embankment height determined in this study has considered the following projects as operational and any new projects to be taken up later will require careful study to see the impact on the existing infrastructures.
Finally the haor project management should be linked with FFWC and CFAN forecast thorough a Decision Support System (DSS) to enable the project managers to benefit from the early flood forecast and obtain sufficient time to plan their embankment protection during the pre-monsoon period. The developed Hoar project models may be used for better internal water management of the individual haors in consultation with the respective haor stakeholders.
