Assessment of Flood Vulnerability at Tarapur Union of Gaibandha by Using Geoinformatics

Abstract/ Executive Summary:

This paper assesses flood hazard vulnerability of Tarapur union of Gaibandha using geoinformatics. The study focuses on the development of a vulnerability function for preparing vulnerability maps for agriculture. For the development of vulnerability function, a depth-damage relationship had been adopted. For establishing relationship between flood depth and agricultural damage, an extensive field survey had been carried out in the study area. Satellite images and other related data are also widely analyzed for establishing the relationship. The magnitude of vulnerability for agriculture of Tarapur union is found to increase linearly up to 3 m depth of flood water and then it becomes horizontal. From the vulnerability maps it has been observed that the study area is very much vulnerable for all the return periods.

Objectives:

Considering that significant damage to agriculture in Tarapur union, emphasis was given to assess flood hazard vulnerability of agriculture for monsoon flood.

Methodology:

Both primary and secondary data were used in this study. For establishing a relationship between flood depth and damage for the development of vulnerability function, flood damage was estimated based on mainly primary data and secondary data. Flood inundation and depth maps were prepared based on Digital Elevation Model (DEM) and water level for three return periods found through flood frequency analysis. To determine the water level of Tarapur in response to 2-, 10- and 50-year return period flood frequency analysis was conducted based on the water level data of the year 1988 to 2004. Water levels data were collected from Bangladesh Water Development Board (BWDB). To select the appropriate distribution, a total of five distributions were compared. These are Log Normal distribution, 3-Parameter Log Normal distribution, Pearson Type III distribution, Log Pearson Type III distribution and Gumble distribution. The comparison is based upon goodness-of-fit analysis. Based on 2-, 10- and 50- year return periods, depths of flood were used for preparation of flood inundation and flood depth maps. Finally for the development of vulnerability maps, vulnerable agricultural land were identified. Preparation and assessment of vulnerability maps were made by GIS software ILWIS 3.0.

Achievement/Findings:

A gradual increase of flood inundation has been observed in flood inundation maps with higher return periods. For 2-, 10- and 50-year return periods, about 87%, 94%, and 96% of the study area were found to be inundated, respectively. The same trends were also observed in flood depth maps. For 2-, 10- and 50-year return periods, the maximum depths of flood water were observed to be 4.7 m, 5.3 m and 5.6 m, respectively. The magnitude of vulnerability for agriculture of Tarapur union is found to increases more or less linearly up to 3 m depth of water and then it becomes horizontal. Area close to river bank is relatively high vulnerable compared to the area far away from the river bank. Flood level due to 50-year return period brings almost 100 % damages to crops.
