A linear programming model had been developed to optimize the command area and the yield of any irrigation system. The developed model was applied to Teesta Barrage project to determine the optimal command area, optimal yield and the best transplanting dates of HYV rice grown under supplemental irrigation in Aman (autumn) season. The model also predicts the critical periods of the availability of irrigation water from Teesta river. The constraints of the formulated model were the availability of agricultural land and irrigation water whereas other resource inputs viz., quality seeds, fertilizers, weedicides and pesticides, labour and equipment, capital or credit etc. are assumed to be available in adequate quantities. Results of the model application reveal that for optimal command area and yield, crop staggering with early transplantation should be adopted. The model also predicted the critical periods of irrigation development when the demand of irrigation water matches the supply from Teesta river. More land could be brought under irrigation by providing additional water during these critical periods. The findings of the model provide a reasonable irrigation plan for Teesta Barrage Project and could be used for planning future irrigation development.

Objective of this study was to identify a reasonable irrigation plan for Teesta Barrage Project and for planning future irrigation command area development.

The methodology for the development of a linear programming model had been developed based on the review of the past works on mathematical modeling to water resources systems. Data on hydro-meteorological and soil characteristics of the study area had been collected from BWDB. The basic considerations for the application of the model for Teesta Barrage Project were as follows: Water Resource: The flow of the Teesta river had been considered as the source of irrigation water for the project area. Uptil now a large number of studies had been carried out by different consultants and authorities (M/S. Haigh, Zinn and As soc Lat es 1960. M/s Binnie and Partners, 1969; BWDB, 1985 and BUET & BWDB, 1987) to quantify the water availability of the project. For the present study, the ten day discharges of Teesta river estimated jointly by BUET and BWDB (1987) have had been taken as the available flow of Teesta river. The available Teesta flow for irrigation was calculated on the basis of sharing agreement between Bangladesh and India. The information about land availability and land use pattern was  collected from project site and literature. The diversion requirement of each hydrologic zone and of each land type was calculated using appropriate parameters and presented in tabular form. The total project area was divided into three distinct hydrologic zones according to the hydrological characteristics and into two distinct land types(Flood plain and Barind Tracts) according to the soil characteristics. The yield data of HYV varieties (BR-1 and BR-3) with early transplantation dates (21-31 May to 21-30 June) was collected from Amla Farm, Kushtia, Mohipur Farm, Rangpur and Thakurgaon Farm. But the yield data of Mohipur Farm and Thakurgaon Farm were very poor compared to Amla Farm data due to severe attack of various insects and diseases and early flooding. So Amla farm yield data was used in the present study for early transplantation. For normal transplantation (1-10 July to 1-10 August), the Yield data of HYV Aman proposed by BWDB (1985) for Teesta project area was used and presented.

From different computer runs of the developed model, it is clear that under both normal and early transplantation conditions, lower values of seepage and percolation rate and lower probability level of Teesta flow results in higher values of optimal command area and optimal yield. Moreover, crop staggering approach with early transplantation dates as' cropping practice plays a vital role in increasing the command area and the yield of Teesta Barrage project. From the optimal plan, it could be emphasized that the transplanting dates of that plan should be strictly followed during post project condition for optimizing command area and yield. Furthermore, it was observed from the analysis the command area as well as the yield of the project could be increased by increasing design capacity of the main canal and by supplying more irrigation water at the critical periods of October. The supply of more irrigation water could be made possible by using the water from the minor rivers, if available, of the project area and by adopting the conjunctive use of ground water with surface water.
