Socioeconomic Analysis of Fish Seed Multiplication Farm (fsmf) Owners in Selected Areas of Bangladesh

Abstract/ Executive Summary:

A survey on fish seed farms was conducted to know the socioeconomic background of farm owners, characteristics of farms, sources of funds, returns and constraints of fish seed farming. Fish seed farm owners having hatchery facilities were financially stronger, well-educated and well-trained than only nursery pond owners. But only nursery pond owners were more experienced in the fish seed business than hatchery owners. Most of the owners (>80%) were satisfied for the limnological conditions of their ponds and existing communication facilities; most of them also had integrated farming facilities. In general, hatchery and nursery owners received the highest prices of spawn and fry and fingerlings at the start of the season and the prices gradually drop off up to the end of the season. The problem of marketing spawn and fry and fingerlings was one of the major problems as claimed by the owners. These problems could be solved by ensuring proper marketing facilities, providing soft loan to poor owners, ensuring proper training for the farm employees and improving law and order situations of the country. However, fish seed farm owners expressed that fish seed business was a profitable one.

Objectives:

The findings of the study will provide some empirical evidence to the policymakers in formulating plans related to the fisheries development of the country. The study will also provide some valuable information to the individual farmers and concerned people in making their decision for overall development of fisheries. This study will be helpful to the owners of fish seed farms (FSF), fish culturists, farm managers, production economics specialists, policymakers, extension workers and researchers. Thus, the present study was undertaken to know the socioeconomic conditions of the owners and return of fish seed farms.

Methodology:

Primary information about location of private seed farm was collected from Bangladesh Fisheries Research Institute and District Fishery Offices of concerned district. Three districts were selected, such as Mymensingh, Netrakona and Kishoreganj. These districts were selected in view of the fact that there has been phenomenal growth in the number of fish seed farms in private sector. The survey for collection of data was conducted during January to March 2001. FSFs were categorized into three: (i) farms with only hatchery, (ii) farms with only nursery ponds and (iii) farms with both hatchery and nursery ponds. Again, on the basis of ownership, FSFs are of two types: (i) farms belonging to Government, and (ii) farms of private ownership. Purposive sampling technique was used to collect data and information. From 3 districts, 42 FSFs were selected of which 11 PFSFs (Private Fish Seed Farm) with only hatchery, 22 PFSFs with only nursery ponds, 9 PFSFs with hatchery and nursery ponds. Owners were interviewed to collect necessary data and information with an interview schedule. Several visits were made to the farms to ensure the collection of accurate data.

In this study tabular technique of analysis was carried out to accomplish an economic analysis of fish seed farms to arrive at meaningful conclusion. The tabular technique of analysis includes classification of data in the form of tables. A linear regression equation of the following type was estimated to identify the effect of cost on net return of fish seed farms.

Where, Y1 is the net return of ith farm, Xi is the total cost of ith farm, 130 is intercept, b is regression coefficient of profit on cost.

Achievement/Findings:

In respect of socioeconomic characteristics of owners of FSF, hatchery owners were more educated and relatively rich to investment in farms compared with nursery pond owners. Most of the farms in the study area enjoyed good communication facilities. Most of the producers were satisfied with growth of fry and fingerlings. Maximum sale price of spawn was highest for pangas and at the start of the season and it then declined gradually. From this study it can be concluded that fish seed farm business was accepted by the owners as a profitable one. To ensure an increase in seed production and also to increase its profitability, the problems and constraints which were identified by the owners should be solved by the concerned authorities.
