Evaluation of Vegetables Cultivation Programme of Proshika

Abstract/ Executive Summary:

Data were collected from PROSHIKA group members of three villages under Nepalthali unions of Gabtali thana of Bogra district in order to examine the impact of PROSHIKA in generating income and employment of women. It was found that the women dominated families earned income from summer vegetables, winter vegetables, round-the-year vegetables, poultry/dairy and wage labour. Overall per family per year income rose from TK. 19193.0 to TK. 38918.0 representing 103.0 percent increase in annual income. The families were also able to generate employment of 124 man-days/year representing 116.0 percent increase in employment. It can, therefore, be concluded that participation of women in the PROSHIKA programme resulted in the generation of additional employment and income for the participant women.

Objectives:

To examine the impact of PROSHlKA in generating income and employment of women in a PROSHlKA project area near Bogra district town.

Methodology:

To attain the objectives of the present study, a preliminary survey was conducted in three villages in Gabtali thana under Bogra district in 1996 under the project areas of PROSHIKA to understand the broad socioeconomic characteristics of the area. Different groups of men and women who came under the activities of PROSHIKA were selected as samples. But for maintaining the consistency and comparing the changes before and after coming to PROSHIKA, group members of three villages namely Nepaltali, Kadamtali and Hatiabanda under Nepaltali union of Gabtali thana who came under PROSHIKA in the same year (1990) were the sampling units. Sample frame contained 100 women of whom 60 were selected randomly for the present study. The main criteria which were followed in selecting the sample households were: (i) they were landless or marginal farmers (possessing not more than 0.50 acre of land); (ii) the households were women dominated; (iii) they were PROSHlKA members; and (iv) they produced vegetables. Households' participation with PROSHIKA in 1996 was the basis of selection. Homestead gardening was the common activity performed by the poor women. It seemed to reflect a significant role of women. The other reasons behind the selection of the area were easy communication facilities, a relatively homogeneous physiographic condition and acquaintance of the researchers to the project area. In order to meet the objectives, a survey schedule was carefully prepared to record the required data on various aspects of the study. A draft schedule was pre-tested with some women group members in each village. The schedule was finalized after necessary corrections, modifications and adjustments. Data were collected through personal interviews by trained investigators during June-July 1996. At the time of interview, the questions were asked systematically and if needed necessary clarifications were given. Care was taken to ensure the correctness of the data supplied. If there were items which were contradictory, these were corrected through a revisit.

Achievement/Findings:

Production and consumption of homestead vegetables increased to a significant extent. Consumption increased by 60.0 percent and income from sales increased by 72.0 percent. Consumption and sales of winter vegetables increased more spectacularly by 123.0 and 443.0 percent, respectively. Income from sales of poultry/dairy products increased by 512.0 percent. The magnitude and direction of sale of labour (wage labour) was purposeful. The self-employment of labour increased by 1253.0 percent while the employment in hard and humiliating jobs such as digging, earthwork, house construction etc. decreased significantly. Overall average per family total income from all sub-sectors increased by TK. 19726.0 representing 103.0 percent increase. It was also observed that overall employment increased by 116.0 percent in the study area. It can, thus, be concluded that the participant households were successful to generate additional employment and income by joining the PROSHIKA programme. Thus the overall impact of PROSHIKA on the households was commendable. This type of programme, therefore, can be recommended for elsewhere in the country where no such programme has yet been taken. The policy makers and NGOs may take positive steps in this regard. Thus rural poverty and unemployment may be alleviated to a great extent by adopting such NGO programme.
